Description
This position will support efforts of the Caterpillar Product Compliance & Support - Substance Compliance team, to ensure product compliance to global regulations. The position will lead, direct and participate in the design and development of complex, major projects to ensure products meet regulatory requirements. A few of the specific areas will be:
Caterpillar Champion for machine transition to a more environmentally friendly and regulatory compliant air-conditioning system refrigerant
Lead corporate efforts on product compliance to the Minamata Convention on Mercury and various regional/country specific mercury prohibitions
Lead corporate efforts on product compliance to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, and various regional/country specific substance prohibitions
Additional product regulatory global requirements in the substance compliance space
Job Duties
The key role of an Engineering Specialist - Technical Regulatory Compliance is that of leader or principal contributor on process to ensure product compliance. This position contributes to Enterprise regulatory compliance teams, develops solutions for complex technical problems, and may be accountable for the design or improvement of complex systems or processes. In addition to demonstrating technical expertise, a person in this position will be called on to act as a team and/or project leader.
Direct work with other business units, suppliers, customers, and teams require the incumbent demonstrate skill in negotiation, building consensus, and achieving compromise. Impact of decisions made by this position will be far reaching, to include the project team or immediate work group, division, and/or business unit, suppliers, internal and external customers, and Caterpillar markets. Decisions may significantly impact market access, products or processes, technology, costs, sales, brand and customer perceptions. Major challenges facing incumbents are keeping up-to-date with regulatory compliance requirements and technology and developing increased technical breadth and/or depth.
Responsibilities of this position demand that the incumbent understand complex technical problems and demonstrate the ability to develop creative solutions. Technical leadership skills are essential. Though the focus of the job is technical contribution, project management skills will be required.
Technical Regulatory Compliance Engineers must manage their own development, continuously learning through experience and staying abreast of regulatory compliance requirements and technology. This position must develop increased technical breadth and/or depth at this level, as well as gaining increased business management skills. Additional key skills at this level include development of acceptance criteria, new product introduction process, practical application of theory, knowledge of the NPI process, and communication skills. The incumbent must possess great organizational and presentation skills, excellent analytical skills, technical leadership skills, and must demonstrate successful project leadership. Must also possess extensive understanding or ability to comprehend complex engineering concepts and applications, must be a self-starter, and must have the ability to communicate technical information effectively all levels of Caterpillar employees, as well as external individuals/organizations.
Basic Qualifications
Bachelor's degree
6+ years of experience at Caterpillar, in the earth-moving machinery industry, or a similar industry
Prior project leadership experience
Top Candidates will also have
Bachelor's degree in an accredited Engineering or Materials Science curriculum
6 Sigma Black Belt
LEAN process leadership or familiarity
Materials background
Product regulatory background
Previous experience working with outside industry associations
Product design and development experience
Knowledge of the Caterpillar product line
Purchasing or supplier development experience
Previous experience with sustainability
Strong customer focus and ability to influence
Processing mapping experience
Change management experience

The location for this position is Peoria, IL.
Domestic relocation assistance is available for this position.
This position will require less than 10% travel.
