Department OverviewThe Regulatory Compliance Manager serves as a leader responsible for designing, implementing and administering the regulatory compliance program for the regulated businesses of Motorola Solutions, Inc. (“Motorola”) in the United States, specifically as it relates to MSI’s subsidiaries offering telecommunications, 9-1-1, and Voice over Internet Protocol (VoIP) services.
Job Description
The Regulatory Compliance Manager will partner closely with other members of Motorola’s regulatory and compliance teams, together with leaders within business, and accounting and finance to create and/or maintain effective policies and procedures that ensure compliance with applicable laws and regulations, to determine the regulatory classifications applicable to assets and services, and to review state and federal regulatory revenue, surcharge, and fee reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Regulatory and compliance professional, supporting the design, administration and auditing of the regulatory compliance programs for Motorola’s subsidiaries providing telecommunications, VoIP, and 9-1-1 services.
Provide guidance and support for the determination of the regulatory classifications applicable to assets and services, including:
For intra- and inter-state jurisdictional determinations overseeing traffic studies, implementing a customer traffic study audit process, and supporting legal in the drafting of related contractual provisions.
For bundled services, lead the development and implementation of a process for the identification of regulated network service components and associated revenues.
Provide guidance to finance and accounting on the derivation of regulatory fees or other contributions required of telecommunications, 9-1-1, and VoIP providers, such the federal and state universal service fund (USF), factoring in applicable wholesale/resale and retail relationships.
Support finance and accounting with guidance in the preparation of state and federal revenue reports such as the annual and quarterly FCC Form 499 to the Universal Service Administrative Company (USAC).
Identify state and federal regulatory proceedings relevant to or of potential impact to VoIP service providers, and work with legal or governmental affairs to support any filings or submissions in such proceedings.
Work with the legal team to develop contractual provisions addressing VoIP compliance obligations in procurement and go-to-market contracts.
Assist in the administration and auditing of a compliance program of 911 network reliability obligations imposed by the Federal Communications Commission (FCC).
SKILLS AND QUALIFICATIONS
Strong command of the regulatory classification of network components and services, the derivation of telecommunications fees such as the federal and state USF, TRS, utility assessment fees and an understanding and ability to provide guidance on revenue reports such as the annual and quarterly FCC Form 499 and state utility commission reports.
Also a plus but not required:
Experience in tax requirements.
Specific experience with VoIP and/or 911 service.
Legal or accounting degree.
An ability to engage individuals and teams to ensure timely project completion.
Strong command over commercial issues and comfort working with business leaders to implement compliance frameworks around business concepts.
The ability to work under pressure, meet tight deadlines, and balance a heavy workload.
Basic Requirements
Bachelor’s degree from an accredited university.
10+ years of work experience in the Telecommunications Industry.
