Our client is seeking an experienced OASIS-SB Program Manager to lead our GSA OASIS-SB program portfolio. This role is responsible for program leadership, federal business development, capture, and proposal management across OASIS-SB and other federal IDIQ/GWAC vehicles.
You will serve as the senior leader for all OASIS-SB operational and business development functions, driving revenue growth while acting as the primary interface with GSA, federal customers, subcontractors, and internal executives.
ResponsibilitiesOASIS-SB Program Leadership & Portfolio ManagementLead all OASIS-SB program operations, business development, and program management activities.
Manage a portfolio of funded and pipeline OASIS-SB task orders aligned to corporate growth objectives.
Serve as primary liaison with GSA OASIS contracting staff, federal customers, subcontractors, and leadership.
Lead OASIS-SB BD operations, including market analysis, pipeline development, and long-term growth planning.
Identify, qualify, and prioritize opportunities via tools such as Symphony, GSA e-Buy, SAM.gov, FPDS, GovWin, and agency procurement systems.
Coordinate with technical SMEs, operations, and capture teams to shape opportunities and strengthen competitive positioning.
Maintain awareness of federal budgets, agency trends, pool structures, and small business dynamics impacting OASIS-SB.
Lead capture strategies, customer call plans, teaming strategies, and price-to-win analysis for OASIS-SB and related IDIQ opportunities.
Oversee proposal development (technical/management solutions, volumes, resumes, past performance, pricing inputs).
Ensure proposals are fully compliant with OASIS-SB pool requirements, labor categories, and evaluation factors.
Manage relationships with teaming partners, subcontractors, and proposal consultants.
Build and maintain strong relationships with government program offices, contracting officials, and key decision makers.
Conduct regular customer engagements to identify new requirements, validate needs, and expand contract presence.
Represent our client at GSA OASIS industry days, matchmaking, outreach, and other federal market events.
Federal Prime Contractor – Small Business: 10+ years supporting or leading small business federal prime operations.
Federal Prime Contractor – SDVOSB: 10+ years supporting SDVOSB or similar set-aside environments (or closely related small business prime experience).
Federal Program Management: 10+ years managing federal programs and/or large task orders.
Federal Project Management: 10+ years leading federal projects in professional services environments.
Professional Services Delivery: 10+ years within federal professional services/consulting.
Federal IDIQ/GWAC Management: 10+ years managing major vehicles such as GSA OASIS-SB and/or OASIS-Plus.
Capture Management: 10+ years leading capture efforts for federal opportunities.
Proposal Management: 10+ years managing federal proposal development, compliance, and submission.
Account Management: 10+ years managing federal accounts and driving task order growth.
