CHARACTERISTICS OF THE CLASS:
Under direction, plan, coordinates and supervises all activities related to the design, development and implementation of organizational enterprise information systems and software applications. Responsible for maintaining, supporting and upgrading existing systems and applications. Performs related duties as required.

EXAMPLES OF DUTIES: Manages the development and deployment of new applications, systems software and/or enhancements to existing applications throughout the enterprise. Researches and makes recommendations on software products and services in support of procurement and development efforts. Coordinates feasibility studies for software and system products under consideration for purchase and gives advice based on findings. Oversees successful testing and deployment of new software programs and applications.
 
Develops detailed business process flowcharts and technical design specifications to ensure consistent understanding of process improvements.  Reviews application development plans and proposals to identify potential problem areas and make appropriate recommendations. Ensure that the development projects meet business requirements and goals, fulfill end-user requirements and identify and resolve systems issues. Develops, executes and leads organization’s application cloud migration strategy and roadmap.
 
Monitors helpdesk support ticketing system for applications team. Manages and provides direction for the application development teams in support of business operations. Liaison with network administrators and software engineers to assist with quality assurance, program logic, data processing, security, infrastructure operating systems and integration needs or issues. Prepare, establish and monitor budgets. Identify application power users and owners and forms steering groups to align development efforts with business needs and requirements. Provides ongoing training, communication and technical assistance to Park District department process owners.

MINIMUM QUALIFICATIONS:
 
Training and Experience:
 
Bachelor’s Degree in Computer Science or related field plus five years of direct experience in software development and/or programming design and financial systems management is required.  IT leadership role experience as well as IT project management experience overseeing transformative projects such as cloud migration and ERP implementation; or an equivalent combination of training and experience.  Master’s Degree preferred.  PMP certification preferred.

Knowledge, Skills and Abilities:
Knowledge of database design and administration. Working knowledge of network and PC operating systems. Knowledge of network and server hardware, protocols and standards. Knowledge of applicable data privacy practices and laws. Excellent project management skills. Skill in migrating core business applications to cloud. Skill with EBS, Hyperion, APEX, Primavera P6, OBIEE, SOA, Infor preferred. Extensive skill and experience overseeing development in Oracle systems.  Proven ability in overseeing the direction, development and implementation of software solutions for medium to large sized organizations. Strong customer/client focus and ability to manage customer/client expectations.
