JOB DESCRIPTION:

Provide program sponsorship and overall portfolio management for very large and complex transformations and deployments that have significant enterprise benefit potential. Manage and direct Caterpillar staff, agency and consultant activities associated with transformation / deployment.

 

JOB DUTIES:

This position maintains key relationships with Directors, local deployment/transformation teams, regional teams and IT/functional COE teams.

 

Identify the business need and gain support from others needed to successfully achieve the transformation / deployment program's defined success. Maintain communication with key stakeholders to deliver results measured against their requirements.

 

Provide project management expertise to achieve overall program success through effective communication and change management. Agree to the milestone deliverables content and format with the key parties at the start of each project to ensure that the deliverables will be adequate to effectively work. Review, recommend and adjust schedule changes and identify the impact on the organization. Provide timely and accurate progress reports to major stakeholders. Ensure the deployment project plan stays within its original objectives, or any contractual changes as agreed. Advise the major stakeholders on any issues deployment team may have concerning the selection, documentation, and validation of project specific support tools, techniques, and methodologies.

 

Ensure that project managers administer the change control procedures to ensure all changes to project scope are adequately controlled. Also ensure that testing procedures are administered to ensure all test events are executed via the same processes. Monitor and manage vendor/partner relationships, performance and deliverables. Ensure the definition of, implementation of and adherence to configuration management procedures throughout the project. Validate completeness of deliverables before sign-off of each milestone. Sign off on the documents and deliverables submitted by team within the timeframe specified earlier.

 

Evaluate priorities of program activities, tasks, and sub-projects. Assign projects to project managers, provide direction and guidance for each project’s content and execution, monitor status of such tasks/activities, and periodically report progress to management. Review proposed project plans and forecasts needed headcount and budgets. Work with relevant leadership to incorporate these projections into the small unit budget and make appropriate adjustments. Approve invoices, manage vendor expenses and distribute actual costs to business units. Responsible for the motivation of project members to meet objectives and is accountable for accomplishment of portfolio objectives. 

 

Participate in establishment of clear, customer focused continuous improvement objectives and transition plans for local solution support. Replicate benefits realization measurements conduct post-implementation review. Analyze measurements data, participates in the resolution of any identified problems and make business decisions based upon the data analysis. Assist BU/facility leadership to integrate the continuous improvement values into all business decision of the office. Effective project planning is critical to ensure resources are allocated and completing their responsibilities on time, on budget and within the defined scope. Because of the complexity of the program, significant Organizational Change Management is key to success with all business units involved.

 

The primary customers are internal, mainly including Site Managers, Global Product/Process Owners, Project Managers, Deployment Teams, Regional Teams, and potentially Dealers & Customers, this role supports an administrative group that includes two or more departments. Problems and issues the incumbent faces have a variety of interpretations, and require careful evaluation and reference to a large number of options. The incumbent needs to review standard courses of action appropriate to the discipline and follow the best option. He/she may also need to develop new procedures (in keeping with current policies) to reach those results and consider new courses of action which complement existing policies and short-term goals. Sometimes, the nature of a complex or undefined problem should be identified before developing the best solution or application from numerous alternatives. Review is after the work is done except in the most complex or high impact cases. The practices and procedures can be changed to get the desired results. The incumbent decides priorities and defines what should be done and how to do it to achieve a broadly defined assignment. Alone or with a team, the procedures or systems are developed to accomplish the desired outcome. Relevant policies and general performance standards must be considered as well as possible effects on internal or external customers. Impacts key quality goals including Continuous Improvement, Timeliness, Efficiency, Cost Savings, Process Quality (Office or Shop), Dependability of IT Services – information availability, etc.

 

Limited travel required (Less than 25% of working time).

 

 

Basic Qualifications:

The position typically requires a 4-year college or university degree or equivalent experience. In addition, nine to twelve years of progressively responsible experience and minimum 3 years project and program management experience are typically required. Excellent interpersonal skills are required in order to deal with sensitive issues, develop others, or persuade others inside and outside the department to take specific actions. PMP certification and formal project management training are highly desired. Experience in support and development methodologies, business planning and customer application needs is recommended.
