Parliament Collective Intelligence is a burgeoning data impact consultancy helping to transform how we attend to social sector problems in public education, mental health, workforce and community development, technology access, and data-informed philanthropy.

Parliament seeks a Senior / Product Manager who is both a big-picture, strategy-minded thinker and a detail-oriented product manager with deep software development knowledge. As a key owner of Parliament’s software and data products, you’ll need to be able to plan and execute products on behalf of multiple clients and stakeholders, including gathering, interpreting, and prioritizing product and customer requirements, defining and clearly articulating the product vision to both technical and non-technical stakeholders, and working closely with engineering, marketing and data and research teams to ensure revenue and customer satisfaction goals are met. The Senior / Product Manager’s job also includes ensuring that the product supports the company’s overall strategy and goals.

Parliament currently owns and maintains one proprietary software platform, artlook, and as we grow we look forward to designing and launching more custom software solutions to meet our clients’ goals.

JOB FUNCTIONS 

Projects are typically staffed with Parliament members from multiple teams, so you will be collaborating on most stages with colleagues, often including colleagues with other areas of professional expertise (e.g., social sector strategic planning). However, the primary responsibility for designing and advancing software development and data platform development work will be yours. 

  • Project & client management 
    • Create, maintain, and follow project timelines, ensuring both internal and external progress
    • Participate in client emails and phone calls, including creating agendas & recap memos as appropriate 
    • Retain sightlines on project budget and scope
    • Organize Parliament’s internal team around milestones & deliverables 
  • Lead all software product development activities required to manage and grow Parliament’s proprietary and industry-leading artlook(R) software platform, all related products, and any new software products Parliament may develop:
    • Oversee and manage all aspects of software development and engineering to ensure platform functionality. 
    • Develop a deep understanding of the market for product clients and users; use market research to define a successful product strategy and roadmap. Run beta and pilot programs with early-stage product innovations. 
    • Oversee the design and manufacture of all product strategy and roadmap items, delivering product innovations on time and on budget. 
    • Recommend and implement an OKR framework, including developing and implementing clear product success metrics and delivering ongoing support to colleagues in achieving those metrics. 
    • Develop and implement plans for ongoing data platform maintenance and upkeep. 
    • Work closely with external third parties to supplement internal development and engineering teams. 
    • Work closely with colleagues to plan how to market and promote the product to the public.
    • Assess and recommend strategies for new product growth opportunities, including, for example, opportunities to integrate AI tools into all Parliament platforms.  
  • Lead the design of new software and data platforms, including data warehouses, data lakes, and appropriate business intelligence tools to drive client success, for a wide range of social sector clients. Working closely with clients and Parliament colleagues: 
    • Develop a deep understanding of client missions and impact-focused data requirements.
    • Conduct interviews with stakeholders, users, or other audiences as necessary to identify existing and required data resources.
    • Review data models and governance practices for relevant data sources. 
    • Understand and map client data assets and resources
    • Interface with client data and IT teams to develop plans for accessing and using data 
    • In collaboration with other team members, develop data strategy roadmaps, including data frameworks and infrastructure, process maps, visual artifacts to help communicate a vision, engineering considerations, key technologies needed, data inventory, data transformation plan, and technical architecture.

  • Excellent written and oral communication skills are required since the Product Manager has to communicate with team members, other departments, upper management and consumers and clients.

  • Ability to maintain a keen attention to detail, multitask, lead multiple development projects simultaneously, and work well under pressure.
  • Natural tendency to be curious, positive and creative. 
  • Team player who collaborates well with others. Parliament is a small but growing team and the successful candidate may on occasion need to step in to supplement software development and engineering teams by participating in development of products, data models, and software architecture.
  • Sincere empathy for our product’s users and our clients and a commitment to delving deep into the challenges they present or experience.
  • Possess an ability and inclination to be transparent about prioritization and roadmap processes, to say “no” when required but to explain why in terms that stakeholders understand, to balance the needs of customers and stakeholders, and to bring evidence-based decision-making to your role.
  • While the successful candidate does not need to have experience in social sector data, research, and evaluation, they must have an ability to work closely with colleagues focused on these functions in pursuit of client objectives. 

DESIRED EXPERIENCE

  • Demonstrated experience working not only on internal products, but also with and for clients.
  • The successful client should have a strong background as a software developer, engineer, and/or architect. 
  • Minimum of 2 years experience as a Product Manager.
  • Demonstrated success defining and launching excellent products.
  • Proven ability to influence cross-functional teams without formal authority.
  • Connection to social innovation, collective impact, and social enterprise is desired.

REPORTING RELATIONSHIP

This position reports directly to the Vice President of Data Insights with a dotted line to the CEO.

COMPENSATION AND BENEFITS

This is a full-time, salaried position and the salary range for this position starts at $110,000 and above. Parliament offers a generous health insurance and benefits package, matching retirement plan contributions, personal days, and paid vacation and sick time.

LOCATION AND TRAVEL

Parliament’s offices are based in downtown Chicago and the company maintains a hybrid work environment—working three days a week in-office and two remotely—with additional common sense flexibility that respects employee circumstances. Some travel is expected, including client support and participation in professional conferences.
