STV is seeking a Bid Director to work with our commercial project management team. This position is designated as hybrid (3 days week/in office) and can be within a commutable distance of one of our major U.S. offices.

This position requires knowledge and understanding of all aspects of alternative delivery methods for Major Projects including but not be limited to an understanding of engineering, contracts, risk, schedule development, subconsultant procurement, resource planning, cost estimating and controls, and reporting methodologies in order to prepare accurate and robust bids.

RESPONSIBILITIES

The primary responsibility of the role is to manage specific Major Project bids as well as overseeing all other Major Project bids.

  • Coordinate with Design-Build Director and Regional Director to identify Major Project bids
  • Prepare strategy, schedule, and resource requirements for the Bid ensuring the Gateway processes, procedures and reviews are adhered to as well as obtaining and recording necessary approvals
  • In conjunction with the Project Manager and Commercial Manager establish the Design Delivery plan (Design Units and their scope, i.e. drawings, specifications, reports etc.) to ensure the bid is developed accordingly
  • In conjunction with the Project Manager prepare a review of the Prime Agreement General Requirements and ensure bid provides (either financially and/or Design Schedule) for such requirements
  • Oversee the preparation of a resource loaded Design Schedule with the Project Manager and Schedule Manager ensuring coordination with the Contractor’s construction schedule
  • In conjunction with the Procurement Manager and Project Manager prepare a Subconsultant procurement strategy and oversee the Procurement Manager’s delivery of the procurement strategy ensuring accurate budgets are established and all necessary exclusions are provided for in bid Offer
  • Develop auditable fee estimates for self-delivered design with Discipline Leads ensuring scope and schedule are understood and provided for in estimates
  • Ensure a Risk and Opportunity Workshop is conducted with risks and opportunities provided for in the bid (either financially and/or schedule)
  • Collaborate with Regional Director to establish a Project Organagram and Design Work Plan and BIM Execution Plan and ensure provided for in the bid (either financially and/or schedule)
  • Support development of Alternative Technical Concepts ensuring the risk and commercial opportunity is considered and provided for in the bid
  • Prepare Tender Summary Sheet
  • Ensure all correspondence and meeting records from the Contractor are reviewed and responded to accordingly
  • Prepare Offer letter including scope, schedule, clarifications and exclusions
  • Maintain database of previous bids for KPI purposes

REQUIREMENTS:

  • Minimum of 20 years of experience
  • Strong alternative delivery background with experience of understanding of contractors’ means and methods, implementation of agencies’ contracts, managing final design and performing commercial management
  • Technical knowledge in commercial, contract and risk management
  • Exposure to large engineering and construction projects
  • Good communication and interpersonal skills
  • Ability to resolve problems independently and operate efficiently
  • Degree in construction, engineering, or related discipline
  • Membership of relevant professional body

Compensation Range:

$175,410.26 - $233,880.34
