Description of Work

This position is independently responsible for the oversight and general management of all fiscal functions for the Division of Water Resources. This position oversees multiple business components for the division including budget management, financial planning, accounting, purchasing, inventory, payroll, and administrative support; coordinates the work of staff receiving funds and managing grants; paying bills for goods, services, and contracts; executing, monitoring, and planning the Division budget; and procuring needed goods and services.
This position is a manager and is independently responsible for hiring decisions and related personnel matters up to and including directing and appraising the work assigned to subordinate staff.
Other Key Responsibilities:
~ Establishes short and long-term goals and objectives, reviews and establishes procedures, and the overall direction of business operations and service delivery.
~ Analyzes the section’s workload and assigns work as necessary to optimize fiscal and general service performance.
~ Serves as a member of the divisional leadership team, providing technical fiscal clarification and guidance to the Director as well as program managers as it relates to fiscal and other general administrative issues and concerns.
~ Works with Grants Management to assure accurate accounting and reporting on federal grants.
~ Monitors cash flow and assuring accurate planning for the Division’s spending.
~Serves as the divisional lead for testing, adopting, and migrating to new institutional software or ERP platforms.

Recruitment Range:  $70,478 - $97,850

The Division of Water Resources:

The Division of Water Resources (DWR) is the largest division in the NC Department of Environmental Quality.  DWR is responsible for protecting North Carolina’s drinking, surface, and ground water for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including permit and certificate of coverage issuances, investigations, regulatory compliance, and enforcement, monitoring and field assessments, certifications, water quality sampling, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. The Division comprises six sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Quality Permitting, Water Quality NPDES Permitting, and Water Planning.  Click here to learn more about the Division of Water Resources.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.
