Titan Technologies is seeking a Capture Director with a demonstrable record of winning competitive Government IT services contracts to join our Capture Management organization. The right candidate will operate across Titan's three primary market segments (DoD/IC, Federal Civilian, and SLED) and lead captures spanning our core service offerings including managed IT services, AI/ML analytics, systems integration, cybersecurity, and call center operations.

The Capture Director role demands a self-starting, critical thinker who can independently manage the full capture lifecycle.  Key responsibilities include driving customer engagement and requirements shaping, leading Bid/No-Bid gate reviews, developing win themes and discriminators grounded in real customer intelligence, building and negotiating teaming arrangements, coordinating price-to-win strategy, and leveraging AI-enabled tools to sharpen competitive analysis. Candidates must hold an active Top Secret clearance, have a documented track record of winning competitive procurements valued at $100M or more as lead capture manager of record, and bring hands-on experience across at least two of Titan's market segments, with Shipley training and a bachelor's degree (or equivalent experience) rounding out the preferred profile.

Duties and Responsibilities:

  • Own the full capture lifecycle for assigned opportunities, from initial assignment through final proposal handoff, including development and execution of the capture plan, competitive assessments, and win strategy.
  • Mentor and coach BD, proposal, and program staff on capture management principles, processes, and best practices to include building organizational capture literacy across team members with varying levels of structured capture methodology understanding.
  • In support of Pursue Gate readiness, lead and support strategy sessions for core capture dimensions in partnership with business development and operations.
  • Lead customer engagement activities required to shape requirements, understand evaluation priorities, and position Titan's differentiated capabilities ahead of solicitation release.
  • Conduct competitive intelligence analysis to assess the competitive landscape, identify competitor vulnerabilities, and develop counter-strategies.
  • Develop win themes and discriminators grounded in customer-specific intelligence, not generic corporate messaging, and ensure they flow consistently through all capture and proposal artifacts.
  • Plan and lead Blue Team sessions to develop, stress-test, and refine Titan's technical solution concept before proposal writing begins, ensuring the solution is customer-informed, competitively differentiated, and feasible to execute.
  • Lead and facilitate Bid/No-Bid gate reviews, providing senior leadership with an honest, evidence-based assessment of Titan's position, competitive standing, and probability of win.
  • Build and manage teaming arrangements, including identifying subcontractor and partner requirements, leading workshare negotiations, and executing teaming agreements aligned with Titan's cost and technical strategy.
  • Coordinate with Titan's pricing team to develop a price-to-win approach and ensure pricing strategy supports the overall win strategy.
  • Apply AI-enabled capture tools to accelerate market research, competitive analysis, customer profiling, and opportunity assessment activities.
  • Interface with Titan's Solution group, Titan Labs, and program technical subject matter experts to develop solution concepts that address specific customer requirements and technical evaluation criteria.
  • Support proposal development as an active participant in color team reviews, ensuring proposal content accurately reflects the capture strategy and customer intelligence gathered during the capture phase.
  • Maintain pipeline discipline in Titan's CRM, keeping opportunity data, pWin assessments, and milestone dates current and accurate.
  • Represent Titan at industry events, customer forums, and professional associations (AFCEA, AUSA, ACT-IAC, etc.), as possible, to expand the company's visibility and relationships within target markets.

You MUST have:

  • At least 10 years of capture management experience in the federal government IT services market, with direct responsibility for pursuits from opportunity identification through proposal submission. State and local experience a plus.
  • Documented track record of winning competitive procurements valued at $100M or greater, serving as the lead capture manager of record.
  • Demonstrated experience supporting pursuits across at least two of Titan's three primary market segments including DOD/IC, Federal Civilian, and SLED.
  • Hands-on experience using AI-enabled tools in a capture environment, not merely in an adjacent or supervisory capacity.
  • Proven ability to develop and brief executive-level capture plans, gate review materials, and competitive assessments to senior company leadership.
  • Experience leading teaming strategy and executing teaming agreements on large, complex competitive procurements.
  • Experience planning and facilitating Blue Team reviews as part of a structured capture process, including the ability to drive solution consensus among technical, operational, and pricing contributors within compressed timelines.
  • Strong critical thinking skills, with a demonstrated ability to interpret ambiguous or incomplete customer and competitive information and translate it into actionable strategy.
  • Self-directed work style with the ability to manage multiple concurrent capture efforts across different agencies and acquisition timelines without close supervision.
  • Strong written and verbal communication skills, including the ability to write and edit proposal content at a level consistent with a mid-senior contributor, not just a reviewer.
  • Must be adaptable and have experience leading opportunities at various stages of the lifecycle ranging from must-win recompetes to opportunities that have not been fully qualified.

It’s GREAT if you also have:

  • Active Top Secret security clearance. SCI-eligible candidates are strongly preferred given the nature of Titan's IC-facing programs.
  • Familiarity with Titan's core service domains including enterprise managed IT services, AI/ML data analytics, systems integration, cybersecurity, and large-scale call center operations.
  • Shipley Associates capture training or equivalent professional development in capture management methodology.

Education:

  • Bachelor's degree in a technical, business, communications, or related field. Relevant experience may substitute for formal education on a case-by-case basis at Titan's discretion.
