Panagora Group, a woman- and employee-owned small business specializing in global health and foreign assistance, seeks Director of Financial and Procurement Management for an anticipated multi-year Global Technical Support Services (TSS) Project funded by the U.S. Department of State/Bureau of Global Health Security and Diplomacy (GHSD). TSS will provide a broad range of on-demand professional services that strengthen the Department of State’s capacity to plan, implement, manage, evaluate, and oversee critical life-saving foreign assistance programs, including global health and humanitarian initiatives, and related operational activities. TSS will provide rapid access to specialized expertise and scalable third party contracted personnel solutions to enhance operational efficiency, accountability, and data-driven decision-making in support of Department of State priorities.

Primary Responsibilities

The Director will be responsible for financial integrity, procurement oversight, subcontract administration, and compliance under TSS. This position ensures financial transparency and acquisition compliance across both contracted personnel and non-contracted personnel services.

Primary responsibilities include but are not limited to:

  • Oversee financial planning, budgeting, expenditure tracking, and burn-rate monitoring;
  • Ensure accurate financial reporting;
  • Oversee vendor procurement processes, price analysis documentation, and subcontract award procedures;
  • Ensure compliance with FAR cost principles, allowability, allocability, and reasonableness standards;
  • Oversee invoice review, reconciliation, and payment controls;
  • Implement and monitor internal financial controls;
  • Ensure audit readiness and maintenance of required documentation;
  • Manage subcontractor compliance and performance monitoring;
  • Mitigate financial and procurement-related risks.


Requirements

Minimum Qualifications:

  • Bachelor degree in Finance, Accounting, Business Administration, or related field.
  • Minimum of 12 years of progressively responsible financial management experience on U.S. Government-funded contracts.
  • Demonstrated experience managing financial operations for contracts exceeding $50 million.
  • Demonstrated experience overseeing procurement and subcontract management under FAR-based contracts.
  • Strong knowledge of cost-reimbursement contract administration.
  • Experience supporting multi-country financial operations preferred.
  • Strong analytical, compliance, and documentation skills.
