Role Summary

Rowan Digital Infrastructure is looking for a Pre-Construction Project Manager to manage all facets of several prospective large-scale data center campuses during preconstruction and serve as the Rowan client facing representative and key point of connection for the Rowan Engineering & Construction Teams to the Development team before a project is handed off.

The successful candidate will have the experience, knowledge and leadership skills to manage relationships both internally and externally through the Pre-Construction phase of development, with the ultimate purpose to ensure that the handoff to the construction team includes everything that is needed in order to safely execute on time, with quality and on budget. The ideal candidate is someone who thrives at the intersection of technical engineering and financial strategy. They must be comfortable navigating the "gray areas" of early-stage development while maintaining the rigorous precision required for high-availability data infrastructure. The successful candidate must have an understanding of the greenfield development process and the implications that process will have on construction. Lastly they will have a deep understanding of every part of the building process, from the initial planning and permitting and foundational work through tenant improvements, project completion, commissioning and turnover to the customer and our Facilities Operations group.

Travel: Ability to travel up to (40%) for company gatherings or to project sites.

Location: Denver, CO (3 day hybrid in-office role)

Compensation: $180-$210K (Offers Bonus)

Essential Responsibilities

  • General project management across multiple projects that are still in the development phase within Rowan business model with a strong focus on pricing, early-stage bidding and scope delineation.

  • Lead and own the scoping of the project. Identify, review, manage and approve the inclusions, exclusions, allowances, and contingencies for the general contractors.

  • Develop comprehensive conceptual estimates and detailed "bottom-up" budgets. Manage project contingencies and provide continuous cost-modeling as the design evolves.

  • Lead the selection of General Contractors and trade partners. Negotiate Guaranteed Maximum Price (GMP) contracts, fee structures, and general conditions.

  • Ability to support Rowan Finance team in monthly, quarterly and yearly cash flow reporting and projecting

  • Develop contingency plans to execute mobilization and early work ahead of schedule

  • Serve as the primary technical point of contact for executive leadership, investors, and hyperscale clients during the pre-construction phase.

  • Work closely with Rowan development, project executive, PM’s, safety and quality assurance team members and plan/lead project insight meetings to the construction team

  • Work with Rowan team members as we approach construction start to ensure all documentation, execution plans, environmental plans, permits, and prework needed to successfully execute is available to the construction team

Education, Skills, and Experience

  • 10+ years in construction management or real estate development, with at least 5 years specifically focused on Data Center or Mission-Critical projects.

  • Mastery of complex budgeting, cost-control software, and the ability to manage multi-billion dollar project portfolios.

  • Proven track record of managing multi-disciplinary teams and external consultants under tight development timelines.

  • Knowledge of construction worksite safety practices

  • Proficient in Procore and/or other construction management software

  • Working knowledge of green building practices

  • Excellent communication and collaboration skills

  • Excellent organizational skills

  • Excellent analytical and problem-solving skills

  • Strong experience managing billion-dollar cash flow documentation

  • Ability to work effectively in a fast-paced and highly cross-functional environment

  • Strong interest in learning all facets of the development process

  • Bachelor’s degree in Construction Management, Civil/Electrical Engineering, or Architecture (MBA or PMP preferred), or relevant experience.
