Job Description

This position provides strategic college-wide leadership and direction for Customized Training and Continuing Education (CTCE) department at Riverland Community College. This position provides administrative leadership, direction and oversight, including but not limited to short-term training programs, micro-credentials and digital badging, contract customized training, open enrollment continuing education, and non-credit courses, programs and certificates. The position shapes the direction of the department and advances workforce education at Riverland by building industry and community partnerships, interpreting labor market trends, and identifying revenue generation opportunities that support program growth and sustainability. In addition to developing and evaluating programming, this role manages budgets, supervises staff and instructors, and leads outreach efforts that enhance the colleges' visibility and relevance in regional workforce ecosystems. The position collaborates across departments to ensure non-credit programs are integrated with academic pathways and student support services.

1. Supervise  and develop workforce education staff.

  • Lead, supervise, and direct department and contracted personnel, including Customized Training Representatives, administrative associates and custom training instructors.  This includes but is not limited to hiring, coaching and developing, promoting, rewarding, assigning and reviewing work, directing work, approving transfers, disciplining, suspending, discharging, and adjusting grievances to ensure that staff are skilled and able to meet work objectives.

  • Direct and assign job duties, manage and train employees to achieve annual work plan objectives making sure to follow labor agreement contracts.

  • Create and maintain employee position descriptions, recommend salary placement, and establish work tasks.  Hire personnel according to the institutions’ s personnel guidelines.

  • Encourage training, approve development opportunities, and promote leadership in professional committees and associations for program staff.

  • Evaluate and reward employee performance.

  • Lead staff meetings and coordinate staff activities while maintaining regular communication with staff through 1:1 and team meetings.

  • Authorize time sheets and leave requests.

  • Perform all supervisory tasks in accordance with established Minnesota State Colleges and Universities policies and procedures.

2. Create and maintain business relationships that increase training sales and revenue.

  • Partner with business, industry, economic development agencies, and other higher education institutions to provide high quality, responsive training programs for the workforce.

  • Continue to promote external awareness of Riverland Workforce Education programs to business and industry. Represent the college regularly through external corporate, workforce, and economic development relationships and work with college administration to address issues that impact the college and community.

  • Maintain collaborative working relationships with program credit areas of the colleges.

  • Be actively engaged in industry focused organizations.

  • Work with staff to cultivate and train for an entrepreneurial culture and ensure that the team is versed in professional business to business selling techniques.

3.Provide strategic leadership of responsive workforce training and development.

Plan new programs that respond to workforce needs, support and enhance non-credit programs, and generate revenue for the department and the college. Lead and direct program development, delivery, and evaluation.

  • Research, recommend, and develop stackable credentials that create clear transitions from non-credit to credit programs that add collateral credentials to credit programs, and support post-graduate continuing education certifications.

  • Develop micro-credential pathways, with support from the academic deans and faculty, which offer industry-valued knowledge and skills.

  • Develop and manage complex, multi-source budgets in alignment with institutional priorities and financial goals.

  • Identify and pursue grant opportunities to support Riverland Community College and the CTCE department initiatives and support program sustainability.

  • Implement Federal, State, Minnesota State, and Riverland policies and regulations related to and/or affecting the CTCE department.

  • Oversee the recruitment, selection, and evaluation of faculty, instructors, and contractors to ensure instructional excellence and relevance.

4. Develop and administer the Workforce Education budget.

5. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization(s) as a viable business partner.

Salary Range

$38.33 - $55.93 / $81,077.00 - $116,782.00

Minimum Qualifications

  • Minimum of four (4) years work experience OR a bachelor’s degree and three (3) years work experience in workforce development, training, sales management, or a related field OR an equivalent combination of education and experience.  A master's degree may substitute for 18-months of experience; a bachelor's degree may substitute for 12 months of experience; and an associate's degree may substitute for 6-months of experience. The degree must be within any of the following disciplines:  Workforce Development, Human Resources, Training and Development, Organizational Development, Business Administration, Education, Organizational Leadership, Sales Management, or related.

  • Demonstrated history of sales growth, budget management, and continuous improvement

  • Demonstrated ability to work effectively across all divisions of an institution, with specific strength in partnering with Academic Affairs

  • Demonstrated success in building and maintaining partnerships and relationships across various industries and community stakeholder groups

  • Outstanding organizational and communications skills (both verbal and written)

  • Knowledge of State and Federal workforce development systems and related programs

Preferred Qualification 

  • Master's Degree from an accredited institution.  The degree must be within any of the following disciplines:  Workforce Development, Human Resources, Training and Development, Organizational Development, Business Administration, Education, Organizational Leadership, Sales Management, or related.

  • Five (5) years experience in managing and supervising professional level personnel

  • Experience with the development of traditional and non-traditional career pathways that reflect local workforce needs and align with educational pathways

  • Experience with grant writing and/or grant management experience

  • Experience with administering union contracts

  • Bilingual/multilingual fluent in Spanish, Karen, Karenni, Somali, Pohnpeian, French, Nuer, Anuak, or other languages that reflect our student body, workforce, and communities.

  • Demonstrated experience working with multicultural and underserved populations.
