The Office of the Vice President for Research (OVPR) at (CMU) is seeking an Export Compliance Manager to join the team. OVPR has responsibility for nurturing interdisciplinary research initiatives at one of the nations' leading research institutions. OVPR provides overall research administration and policy for all colleges and schools, as well as the university's more than 100 centers and institutes. Working closely with deans, department heads, faculty, students and staff, the office provides an innovative and supportive research environment that spans all disciplines and campuses and assures that research activities are planned and conducted in accordance with regulations and University policy.

This position will be responsible for the management and administrative functions of the Export Compliance Program at the University. This role also oversees the compliance with U.S. export laws and regulations and serves as a resource for university researchers and administrators by responding to requests for information and analysis of export compliance impact.

Core Responsibilities:
  • Assist with the creation and implementation of Defense export control process, work instructions and control plans.
  • Collaborate with and maintain effective relationships with other groups at CMU such as the Center for Technology Transfer and Enterprise Creation (CTTEC) and the Office of Sponsored Programs (OSP).
  • Communicate export control plans and policies to project staff Generate documentation for self-assessment of classification.
  • Lead the development of effective policies and procedures to enhance export control compliance.
  • Prepare and file for export licenses and/or commodities jurisdiction.
  • Preparing documentation for shipping hardware and/or exporting software and technical data.
  • Provides education for members of the research community regarding export control compliance.
  • Review export control cases for projects (hardware, software and technical data) and provides a clear path forward to stakeholders .
  • Screen potential sponsors, contractors and visitors for restricted party compliance.
  • Support agreement negotiation for export control language and compliance.

Qualifications:
  • Bachelor’s degree required; Master's Degree is desirable.
  • 3-5 years of experience in Export compliance and/or international trade frameworks.
  • Experience with international export compliance, US Export Administration Regulations, International Traffic in Arms Regulations and/or other trade frameworks.
  • Experience conducting audits and trainings for staff on export regulations
  • Experience advising on licensing, documentation and international shipments.
  • Certified Export Compliance Professional certification (CECP) is preferred but not required.
  • A combination of education and meaningful experience from which comparable knowledge is proven may be considered.
