Position: Government Sales Manager

Reports to: Director, TB Corporate Accounts


Job Overview

The Government Sales Manager is responsible for identifying, evaluating, and responding to government procurement opportunities at the federal, state, and local levels. This position plays a key role in securing new business through public sector contracts by developing competitive bid proposals, managing submission requirements, and ensuring compliance with all applicable regulations and contract obligations related to tire products and services.

 

Key Responsibilities

  • Collaborate closely with Hankook dealers and their designated government contacts to support bid development, contract compliance, and ongoing account requirements
  • Proactively monitor and search for government solicitations (RFPs, RFQs, IFBs) relevant to tire manufacturing, distribution, and maintenance services.
  • Analyze bid specifications to determine feasibility, pricing strategy, and alignment with company capabilities.
  • Lead and coordinate the preparation and submission of bid responses, including documentation, technical specifications, pricing, and compliance requirements.
  • Maintain up-to-date registrations and certifications in government procurement systems (e.g., SAM.gov, GSA, state portals).
  • Collaborate with internal departments (sales, legal, logistics, compliance, and finance) to gather required input and approvals for bids.
  • Track and manage bid submissions, status updates, and contract awards in a centralized system.
  • Maintain relationships with procurement officers, contracting agencies, and relevant government contacts.
  • Ensure contract compliance and monitor performance once awarded, including delivery schedules, reporting, and invoicing requirements.
  • Provide post-bid debriefs and analysis to improve future submissions and competitiveness.
  • Support internal teams in understanding and complying with terms and conditions of awarded contracts.

Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or a related field is preferred
  • 3+ years of experience in government contracting, procurement, or bid/proposal development.
  • Experience working with U.S. federal and/or state bidding portals (e.g., SAM.gov, GSA Advantage, FedBizOpps, state procurement sites).
  • Familiarity with FAR (Federal Acquisition Regulations) and government procurement standards.
  • Strong project management and attention to detail in handling complex submissions.
  • Excellent writing, editing, and communication skills.
  • Ability to interpret legal and technical documents.
  • Experience in manufacturing, automotive, or logistics industries preferred
  • Working knowledge of defense or transportation-related procurement (e.g., DLA, DoD, DOT) preferred
  • Proficiency with proposal management software or CRM tools preferred
  • Understanding of pricing models, cost structures, and contract negotiation preferred
  • Experience in SAP system functionality and reporting a plus
