Duties: Under the general supervision of the Superintendent of Finance, the Grant Manager will:

  • Develop grant budgets; monitor reviews, expenditures, cash flow and spending rates; forecast funding needs and carryover; and maintain accurate financial status for assigned grants and donor-restricted funds.
  • Upon receipt of grant or designated donor funding, review agreements, restrictions, reporting requirements, performance measures and deadlines; establish internal procedures; and maintain compliance with applicable federal, state, local, and funder requirements and where applicable, GATA and 2 CFR Part 200.
  • Coordinate collection, validation, and analysis of financial, programmatic, quantitative and qualitative information and prepare clear, accurate and timely financial, outcome and impact reports for granting agencies, foundations, major donors and other funding partners.
  • Maintain complete records for assigned grants and donor-funded projects, including agreements, budgets, correspondence, supporting documentation, reporting schedules, deliverables and deadlines.
  • Assist with preparation of grant applications and funding proposals, including budgets, narratives, program information and required supporting documentation. 
  • Work with Finance, Advancement, program staff, and other District personnel to support appropriate expenditure of grant and restricted donor funds, accurate reporting, achievement of funded outcomes and responsible stewardship of contributed resources.
  • Compile reports, schedules, work papers, reconciliations and supporting documentation needed for District grant audits and for the annual audits and IRS Form 990 preparation of the Peoria Park District Foundation and Peoria Zoological Society. 
  • Develop effective working relationships with granting agencies, foundations, donors, auditors, and other funding partners to support grant administration, reporting, and stewardship.
  • Develop and recommend systems, procedures, and tools that improve the District's capacity to seek larger, multi-year grants, as well as grant administration, reporting, compliance, and organizational understanding of funding requirements. 
  • Develop positive working relationships across departments and with external funding partners to foster a collaborative environment for grant coordination, reporting, compliance, and stewardship.
  • Follow all safety procedures that pertain to the duties performed, and supports all aspects of the Park District safety programs.
  • Performs other duties as assigned:
    • which are reasonably related to the duties described; or 
    • which need to be performed promptly to avoid safety hazards or to protect Park District property; or 
    • which are not generally described in other job descriptions; or 
    • when the amount of work exceeds the availability of Park District employees within the appropriate job classification.
Qualifications

Education: A bachelor’s degree in Business Administration, Accounting, Finance, Public Administration, or a degree in a relevant program service major. Although coursework is preferred, extensive experience in a like position with similar duties and responsibilities may be substituted for all or part of the educational requirement.

Experience: Two to three years of experience in grant management, grant accounting, nonprofit/government financial reporting, donor reporting, program evaluation, or a related field. Experience preparing financial and outcome reports for foundations, government agencies, or major donors preferred.

Knowledge and Ability: 

  • Knowledge of grant administration, financial reporting, restricted funding, and compliance requirements applicable to government, foundation, and donor-funded programs.
  • Ability to interpret grant agreements, finding restrictions, reporting requirements, budgets, and applicable regulations and translate them into clear administrative procedures and responsibilities.
  • Strong financial and analytical skills, including the ability to develop and monitor budgets, analyze revenues and expenditures, track spending and cash flow, identify variances, and maintain accurate financial records.
  • Ability to develop and maintain effective systems for tracking grant and donor requirements, performance measures, supporting documentation, deliverables, and deadlines.
  • Strong written communication skills with the ability to prepare clear, accurate, and compelling financial, programmatic, outcome, and impact reports for a variety of audiences.
  • Ability to collect, validate, analyze, and synthesize quantitative and qualitative information to demonstrate program outcomes and the impact of funded projects.
  • Ability to manage multiple grants, projects, priorities, and deadlines simultaneously with a high degree of accuracy, organization, initiative, and attention to detail.
  • Ability to identify potential financial, compliance, documentation, or reporting concerns and work collaboratively with appropriate staff to resolve issues in a timely manner. 
  • Strong interpersonal and collaborative skills with the ability to work effectively across Finance, program areas, Development, District leadership, and external funding partners.
  • High level of proficiency with spreadsheets, databases, word processing, and other technology used for financial analysis, recordkeeping, grant administration, and reporting.
  • Ability to exercise sound judgment, maintain confidentiality, work independently with limited supervision, and communicate recommendations effectively.
  • Ability to modify work hours to accommodate off-hour requests, emergencies and project deadlines.
  • Ability to be professional, respectful, accountable, innovative, to follow safety procedures, and be equitable to both internal and external customers. 
  • Personal – Requires the ability to work harmoniously with others in an enthusiastic and cooperative manner. This position requires strong interpersonal skills in order to establish relationships necessary for attaining staff cooperation. A work record that demonstrates reliability, tact, initiative, and resourcefulness. Must have the ability and integrity to work and pursue designated responsibilities with limited supervision.
