The primary purpose of this position is to administer the Department’s classification, compensation and position management programming by conducting detailed job studies, determining appropriate classifications, and guiding salary decisions in alignment with OSHR policy and funding requirements. Minimum Education and Experience includes a Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
The HR Consultant serves as a subject matter expert in classification, compensation, and position management for the Department of Insurance (DOI). The position analyzes job descriptions, position histories, job evaluation factors, benchmarks, and FLSA criteria to ensure accurate classification decisions and prepares comprehensive documentation to support all recommendations. The incumbent also ensures all job descriptions comply with ADA requirements by identifying essential functions and physical demands and advising managers on reasonable adjustments.
The position assesses qualifications for new hires and promotions, determines maximum qualifying salaries, and guides managers through salary decision-making while ensuring alignment with OSHR policy, internal equity, and complex funding structures, including split-funded and receipt-supported positions. The role operates with significant autonomy in determining in-range adjustments, distinguishing between routine changes and those requiring reclassification.
In partnership with the Director of Human Resources, this role also participates in individual and group position studies, evaluates job structures, determines appropriate classifications, and provides detailed guidance to managers on job design, organizational alignment, and the impacts of proposed staffing changes. The position will also serve as a backup for the assigned HR function(s), examples include benefits, employee training and development and recruitment.
