Job Description:

Blake Willson Group is seeking a Pricing & Actuarial Program Manager to lead the operational execution of complex Government proposal evaluations across integrated pricing and actuarial teams. This position will oversee team planning, staffing, schedules, quality control, stakeholder coordination, risk management, and delivery of high-visibility Government work products. The ideal candidate will have strong federal acquisition experience, exceptional organizational and communication skills, and the ability to lead multidisciplinary teams through complex evaluations under compressed timelines. In this position, you will also:

  • Lead kickoff activities, work planning, staffing assignments, daily priorities, surge response, and integrated schedule management across pricing and actuarial teams.
  • Serve as the primary operational interface with the Contracting Officer (CO) and Contracting Officer's Representative (COR), coordinating with evaluators, Government personnel, and authorized support contractors.
  • Translate Government direction into controlled assignments, deliverable schedules, review gates, and consolidated team communications.
  • Integrate pricing and actuarial findings, identify cross-team inconsistencies, and ensure issues are resolved or explicitly documented before submission.
  • Establish and enforce quality-control procedures covering source traceability, model validation, peer review, version control, document completeness, and official-file readiness.
  • Monitor deliverable status, clarification activity, decisions, dependencies, risks, and Government actions, escalating issues promptly with recommended courses of action.
  • Review briefing materials, consensus inputs, POM/PNM inputs, and executive summaries for clarity, consistency, accuracy, and defensibility.
  • Manage the responsible use of Government-approved technology and automation, ensuring efficiencies do not compromise security, auditability, or human judgment.
  • Support orderly transition, knowledge transfer, and final turnover of models, workpapers, trackers, and evaluation documentation.

Required Skills:

  • Bachelor's degree in Business, Finance, Accounting, Economics, Mathematics, Actuarial Science, Healthcare Administration, or a related field.
  • 6+ years of progressively responsible experience in federal acquisition support, pricing, financial analysis, actuarial or healthcare analytics, proposal evaluation, or comparable professional services.
  • 3+ years of experience leading multidisciplinary analytical teams, complex evaluations, or high-visibility Government deliverables.
  • 3+ years of experience managing schedules, review cycles, risks, dependencies, staffing, quality control, and senior-stakeholder communications in complex engagements.

Desired Skills:

  • Experience supporting healthcare networks, medical or dental contracting, or large payer/provider procurements.
  • PMP, FAC-P/PM, CPCM, CFCM, CGFM, CPA, ASA/FSA, or another relevant professional credential.
  • Experience leading integrated pricing and actuarial workstreams through proposal evaluation, clarifications, Final Proposal Revisions (FPRs), consensus, and negotiations.
  • Experience implementing secure automation, model governance, dashboards, or reusable evaluation tools in a federal environment.
  • Experience transitioning complex analytical products into an official acquisition or contract file.

Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
