Position
Overview
The Onsite PWA Site Administrator is
responsible for ensuring full compliance with Prevailing Wage and
Apprenticeship (PWA) requirements on federally and/or state funded construction
projects. This role provides hands-on, onsite oversight of certified payroll,
workforce classifications, apprenticeship ratios, and labor compliance
documentation.
The ideal candidate is detail-oriented,
knowledgeable in prevailing wage regulations, and comfortable working directly
with subcontractors and project leadership in a fast-paced construction
environment.
Prevailing
Wage & Compliance Oversight
· Ensure
compliance with Davis-Bacon Act, IRA labor provisions, and/or applicable state
prevailing wage laws
· Verify
proper worker classifications based on actual duties performed onsite
· Monitor
apprentice-to-journeyman ratios and confirm registered apprenticeship
participation
· Confirm
required wage determinations and labor postings are displayed onsite
· Conduct
labor interviews/audits as required
Workforce
Tracking & Documentation
· Maintain
daily onsite workforce logs by classification
· Cross-reference
onsite labor with submitted payroll reports
· Maintain
organized compliance files including:
· CPRs
and Statements of Compliance
· Apprenticeship
agreements
· Fringe
benefit documentation
· Correction
and back wage records
Communication & Reporting
- Serve as the onsite point of contact for labor compliance matters
- Coordinate with subcontractors, general contractors, and compliance
leadership
- Report on compliance with risks and issues to project management
- Support internal and external audits (Owner, GC, DOL, third-party
auditors)
Additional
Responsibilities
· Assist
with onboarding new subcontractors for compliance readiness
· Participate
in project meetings to provide compliance updates
· Utilize
compliance tracking systems (e.g., ProScore, or similar platforms)
Qualifications
· Knowledge
of Davis-Bacon, IRA labor provisions, or state PWA requirements
· Experience
reviewing Certified Payroll Reports
· Strong
attention to detail and analytical skills
· Proficiency
in Microsoft Excel and compliance tracking systems
· Excellent
communication and organizational skills
· Ability
to work independently in a field-based environment
Preferred
Qualifications
· Experience in large-scale energy or
infrastructure projects
· Familiarity with apprenticeship standards and
ratio monitoring
· Audit or compliance background
