Summary

The Senior Network Manager manages the network infrastructure, security, and topology design.  He/she builds and leads a team focused on maintaining, supporting, and improving a large-scale IT environment while delivering high availability and uptime.  The scope includes multiple sites and separate departments in a metropolitan area network (MAN) and various connections to external vendors, partners, and other organizations.

Focusing on optimal network health, security, and operational efficiency, the Senior Network Manager directs network architects and engineers (CCIEs, CCNPs, etc.), technical managers, third-party vendors, etc.  This group manages all network devices in accordance with Agreement policies, establishes and enforces operational priorities and standards, ensures compliance with standards, supports problem resolution, and assists with prioritizing individual and special projects.

The Senior Network Manager helps the client manage, oversee, and refine Network policy to conform to the client’s SLRs and SLAs. The Network Manager manages and oversees all phases of IT projects, including the assignment of technical staff and support of all Change Management Policy requirements.

The Senior Network Manager leads a network engineering team that designs, administers, plans, schedules, integrates, and troubleshoots all aspects of the overall network—WANs, LANs, wireless networks, VPNs—and special projects and works with security engineers on network security. This position reports to the Project Executive.

Responsibilities

  • Manage end-to-end lifecycle and delivery of various infrastructure technologies and day-to-day activities of the network team
  • Schedules staff to support 24x7 on-call support
  • Coordinate site activities of all personnel working in equipment locations (e.g., equipment rooms, network equipment closets)
  • Identify, track, and report statuses of risks and Incidents to the client
  • Act as the escalation point for Incidents/Problems/Known Errors and Knowledge Management as conducted within the ITIL framework
  • Manage network performance, capacity, and availability to meet SLRs/SLAs
  • Collaborate with Server and Application owners to ensure redundancy, resiliency, and failover capability
  • Coordinate deployment of tools to monitor the IT infrastructure and related applications
  • Develop project plans with expected budgets and completion dates for network projects
  • Oversee the preparation network design, engineering, and security plans and schedules to support new and enhanced applications, architectures, and standards in the evolving IT environment
  • Ensure all new circuits, devices, and software provisioned are included in Configuration Management documentation
  • Develop and document administrative procedures that satisfy the client’s requirements and policies Approve (or submit for approval) network-related RFCs according to ITIL processes
  • Participate in Change Advisory Board (CAB) meetings, including review of planned changes and results of changes made
  • Assist team members with technical tasks (network design/planning, upgrades, maintenance, configuration, troubleshooting, IMACs, etc.) as appropriate
  • Work with developers to design ServiceNow ITSM to support incident management, event management, workflows, reporting, and CMDB
  • Inventory and track network infrastructure assets, maintenance contracts and licensing
  • Produce reporting on SLA adherence, incident management, and network performance
  • Maintains compliance with PCI, HIPAA, CJIS and other regulations

The Senior Network Manager will manage a technical team and NOC with the following responsibilities:

  • Manage all network devices in accordance with the client’s policies (including security oversight and change management policies)
  • Document and maintain router configuration files, IP addressing schemes, router configurations, routing tables, VPN configurations, etc. and maintain the CMDB
  • Ensure network administration activities adhere to defined Change Management processes
  • Limit network outages and optimize bandwidth utilization through proactive analysis of network data and reporting
  • Respond to alerts reported by the NOC
  • Coordinate resolution of circuit problems with external parties
  • Carrier Management: Act during the fault isolation process when a fault is detected that is suspected to be in the carrier's domain. Contact the carrier and work with them to troubleshoot the problem. If it is in the carrier’s domain, keep the trouble ticket open and follow up with the carrier until the problem is resolved. Verify that connectivity is restored prior to closing the trouble ticket
  • Manages Firewalls, SIEM, IPS, Load Balancing and DNS
  • Responds to security alerts from security monitoring systems and the Security Operations Center

Requirements

  • 4-year college degree in a related field and/or relevant professional experience
  • 7+ years of managing experience leading IT network engineering teams and NOC in a 5000+ user environment
  • Considerable knowledge of network-based systems operations and maintenance, including a good understanding of protocols and tools necessary for effective resolution of maintenance requests and tracking operational processes
  • Knowledge of Cybersecurity operations and best practices
  • Strong knowledge of ITIL concepts. ITIL certification is a plus.
  • Strong interpersonal skills, communication, leadership ability, and teamwork
  • Strong client-focus skills with the ability to recognize client requirements, assist the client in achieving their goals, manage client expectations and consistently achieve high client satisfaction
  • Strong organizational and management skills; ability to efficiently manage a variety of multiple concurrent projects simultaneously
  • Experience with designing an ITSM system to manage incidents, problems, workflows and to collect metrics required for reporting, preferably on ServiceNow
  • Ability to explain complex problems in a simple and clear way and present network issues and changes to stakeholders and executive leadership
  • Experience managing support/maintenance agreements and outside service providers
  • Experience working with a Security Operations Center
