The Organizational Change Management (OCM) Coordinator will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting Payroll/Personnel System (CAPPS) State of Texas Accounting and Reporting Resource (STARR) financial system implementation. This role serves as a structured OCM liaison between CPA and the over 200 state agencies and institutions of higher education interfacing with CPA's statewide financial systems. The Coordinator will operate under the direction of CPA's OCM Lead to support agency communications, readiness planning, and logistics coordination across User Acceptance Testing (UAT), Train-the-Trainer (TTT), and End User Training (EUT) activities. The selected candidate will extend CPA's coordination reach by maintaining agency engagement, tracking readiness data, and surfacing issues for CPA review and decision-making. All work products are subject to CPA review and approval, and central coordination authority remains with CPA throughout the engagement.

Responsibilities

  • Serve as a structured liaison between CPA's OCM team and designated state agency points of contact to support communications, readiness activities, and transition coordination.
  • Coordinate agency communications related to UAT schedules, roles, expectations, and participation tracking across approximately 500–600 participants statewide.
  • Support TTT and EUT logistics, including scheduling, participant communications, dissemination of training materials, and participation and completion tracking.
  • Track and update agency-level readiness data across testing, training, and transition milestones using tools and frameworks established by the OCM Lead.
  • Develop change and readiness artifacts such as readiness checklists, agency communications, FAQ content, and talking points as directed by the OCM Lead and CPA.
  • Facilitate feedback loops between agencies and CPA to surface readiness gaps, common questions, and change impacts requiring CPA action.
  • Monitor and report on agency readiness risks and themes, contributing participation data and escalation logs to the OCM Lead's monthly summary reports.
  • Produce pre-milestone readiness summaries covering readiness assessment across four dimensions, open issues, participation gaps, and recommended determinations for CPA's consideration.
  • Maintain coordination artifacts including communication logs, agency contact directories, participation trackers, and readiness reporting inputs.
  • Provide weekly status reports to the CPA Contract Manager summarizing completed work, work in progress, and planned activities for the following week.

Requirements

Minimum Qualifications

  • 7 years of experience in program coordination, stakeholder communications, change management support, training logistics, or a directly related field.
  • 7 years of experience managing structured activities across multiple concurrent workstreams and a large, diverse stakeholder population, including tracking participation or engagement data, producing status reports, and coordinating schedules and communications.
  • 5 years of experience coordinating user participation and communications for large-scale IT implementations, including outreach to diverse stakeholders, maintaining contact logs, and drafting and distributing communications, FAQs, and talking points on behalf of a program.
  • 5 years of extensive experience coordinating UAT, TTT, and EUT logistics for major system implementations, including scheduling, participant communications, and participation tracking.
  • 5 years of experience tracking and analyzing user readiness inputs, participation data, and escalation topics across a large population, including identifying, documenting, and escalating OCM risks and issues to program management, and creating summary reports.
  • 5 years of experience maintaining coordination artifacts including communication logs, agency contact directories, participation trackers, and readiness reporting inputs in support of an OCM team.
  • 5 years of experience supporting large-scale technology implementations or enterprise system transitions in a coordination or liaison role.

Preferred Qualifications

  • 5 years of Texas public sector experience.
  • 5 years of functional experience with CGI Advantage software or an equivalent application.
  • 5 years of experience with CPA's legacy Statewide Financial Systems production support activities.
  • 2 years of working experience within a structured OCM framework such as Prosci ADKAR, ACMP CCMP, or an equivalent methodology, as directed by a lead practitioner.
  • Prosci certification, Certified Change Management Professional (CCMP), or Change Management Advanced Practitioner (CMAP) credential.

  • Candidate must be capable of working independently in a diverse team environment with both on-site and remote team members.
  • Candidate must demonstrate strong written, verbal, and interpersonal communication skills.
  • Candidate must have knowledge of project management methodologies.
  • Candidate must have problem-solving skills and the ability to multitask, with readiness to extend effort when necessary.
  • All work products are subject to CPA review and approval prior to distribution or use.
  • Any travel, per diem, parking, and living expenses are at the candidate's expense unless pre-approved in writing by CPA.

Work Location and Schedule

Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78774.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; extended hours on evenings, weekends, and holidays may be required as directed by CPA.

Work Arrangement: Remote; Texas based candidates preferred.
