You will be a member of the Pricing Office, within the JPL Office of Task Order Management and Pricing and be responsible for leading the generation of cost/price detail for highly complex competed proposals, Task Plans, ROM's, what-if exercises, etc. through utilization of JPL approved pricing tools and proper application of JPL's published rates and factors. 

You will also lead major sections of internal and external audits, conduct analysis of cost information in support of customer and JPL management reviews, compliance reviews to ensure JPL is consistent with internal as well as Government regulations, review to ensure adequacy of supporting cost detail (i.e. Basis of Estimates) and required approval of pricing detail in support of any submittal that can potentially commit the Laboratory.

Provide support and leadership to engineering and business functions to ensure completeness of estimating for labor, materiel and subcontracted efforts in proposal planning and task orders.  Perform cost analysis on subcontract proposals.  Lead and participate in peer reviews, concurrence and approval of pricing products. Additionally, the candidate will be responsible for training personnel on cost estimation and proposal related topics.

As a team leader, you will be held accountable for team results on multi functional and/or multidisciplinary projects and assignments, including performance standards, budget and schedule. You will work on major assignments and projects without appreciable direction, typically exercising considerable latitude in determining objectives and have the latitude to approves deviations from established policies and procedures.

Qualifications:

  • Typically requires a Bachelor's degree in business, or related field with a minimum of 9 years of related experience; or Masters degree in similar fields with a minimum of 7 years of related experience or a PhD in similar fields with a minimum of 5 year of related experience.

  • Advanced knowledge in one or more of the following areas: proposal pricing, cost estimating, government contracting (FAR), project lifecycles, and project milestones.

  • Advanced understanding and wide application of advanced principles, theories, concepts and techniques in proposal pricing, estimating and government contracting (FAR) in applicable industry and/or academia.

  • Advanced written and verbal communication skills, conduct meetings, convey complex pricing concepts to all levels of personnel, and must be able to communicate with both technical and business personnel.

  • Excellent working knowledge of Microsoft products including ProPricer, Excel, Word, Powerpoint.

Additional Preferred Qualifications:

  • Experience in a project environment preparing technical proposals.

  • Experience with project reporting, contract administration, cost/schedule planning, cost analysis and cost estimating.

  • Experience with estimating, costing and scheduling of large space mission systems/subsystems elements and small instrument builds.

  • Knowledge of Laboratory policies and procedures, NASA policies and procedures, and government regulations across a range of applications.

  • Experience with forming as well as leading teams.

The hiring range displayed below is specifically for those who will work in or reside in the location listed. In extending an offer, Jet Propulsion Laboratory considers factors including, but not limited to, the candidate’s job related skills, experience, knowledge, and relevant education/training.

The typical full time equivalent annual hiring range for this job in Pasadena, California.

$131,560 - $167,856
