The Oceaneering Technologies (OTECH) group is seeking a Product Support Manager (PSM) to establish and oversee program and project Integrated Product Support (IPS) functions required to establish material and system readiness resulting in successful life cycle sustainment of subsea and maritime systems. The PSM is expected to operate in a managed team environment. This role requires in-depth experience and working knowledge of the DoDI 5000 series. More specifically, the functional areas outlined and explained in the DoD Product Support Manger’s Guidebook and the Integrated Product Support Element Guidebook.
The PSM is a core member of the OTECH Integrated Product Support (IPS) functional discipline. The PSM reports functionally to the OTECH Integrated Product Support Manager and operationally to the Program Manager. The PSM will work with all levels within the IPS organization and Program/Project as well as OTECH, ADTech, and Corporate Shared Services in the execution of IPS tasking. The PSM is a hybrid position located in Hanover, MD.
ResponsibilitiesThe PSM is responsible for managing life cycle support functions required to field and maintain the readiness and operational capability of major systems, subsystems, and components supporting the Program Manager's life cycle management responsibilities.
The PSM will lead a group of various IPS, engineering, and other support services personnel in support of Program IPS requirements and deliverables.
Support OTECH Programs and Program Managers by:
Serving as a program focal point for IPS tasking.
Meeting cost, schedule, and technical performance requirements of government acquisition programs
Interacting with customer representatives to define and manage expectations for Integrated Product Support outcomes
Working with an interdisciplinary team of engineers, designers, drafters, technical writers, analysts, and technicians.
Developing, implement, and update, a comprehensive product support strategy (PSS)
Identifying program risks and mitigation plans
Accountable for successful delivery of IPS activities and products for assigned OTECH programs.
Independently direct the development and completion of highly complex logistics projects.
Take an active leadership role in bid and proposal efforts by providing OTECH and ADTECH Integrated Product Support (IPS) capability information.
Estimate personnel and resource requirements to meet program objectives (cost, schedule, and performance) and communicate required changes to appropriate Functional Manager(s).
Document logistics products as required by the program (i.e. contract deliverable requirements, databases, etc.)
Participate in the construction, review, delivery, and implementation of technical products.
Independently develop objectives, schedules, and estimates for issue resolution and prepare reports on the results. Present results to Program Managers.
Participate in technical working groups to assess and improve both Customer and Oceaneering processes and capabilities.
Devise innovative solutions to problems.
Demonstrate expert technical judgement, independence, and ingenuity.
Conduct analyses and tests and complete required documentation.
Maintain liaisons with individuals and other organizations outside the company and act independently on matters pertaining to the IPS field.
Develop and apply advanced IPS methods, theories, and research techniques within related technical fields.
Support engineering investigations of considerable complexity.
Additional duties as assigned.
Support occasional work outside normal working hours.
Ability to travel up to 25% of the time.
REQUIRED
- Bachelor’s degree in supply chain, engineering, business, or other technical discipline.
- 8 to 15 years of practical experience in engineering or integrated product support.
- 8 or more years of experience leading multidisciplinary engineering or logistics support teams.
- Experience with the development of:
Systems Engineering Management Plans (SEMP)
Configuration Management Plans (CMP)
Integrated Logistics Support Plans (ILSPs) or Integrated Logistics Support Management Plans (ILSMP)
Product Support Analysis
Failure Modes, Effects, and Criticality Analyses (FMECA)
Reliability, Maintainability, and Availability (RM&A) analyses.
System Training Plans
Diminishing Manufacturing Sources and Material Shortages (DMSMS)
Lowest Replaceable Unit (LRU) and Sparing Plans
Serialization and Government property management and accountability plans
Disposal Planning
Risk statements and supporting mitigation plans
- Demonstrated and well-developed management and leadership qualities.
- Capable of managing technical aspects of important and complex projects.
- Excellent communication and organizational skills.
- Strong technical writing skills.
- Excellent analytical skills for preparing and reviewing technical and project reports.
- Demonstrated technical knowledge and practical application of engineering principles, practices, and procedures.
- Demonstrated knowledge of government contract requirements to include the FAR and DFAR and Government publication standards.
- Ability to obtain and maintain a Secret Clearance.
DESIRED
- Master’s degree in related field.
- Experience with large-scale commercial and/or military systems.
- May be widely recognized for achievements, technical expertise, and professional standing within selected field.
- Demonstrated knowledge of commercial contract requirements.
