Job Summary

TYLin is seeking an experienced Senior Cost Controls Specialist / Engineer with a strong background in infrastructure and transportation projects. This role will be integral to supporting cost management functions, including forecasting, variance analysis, invoice review, accruals, financial planning, and project estimating. The successful candidate will ensure project financial success by delivering accurate cost reporting, in-depth analysis, and strategic insights that support both clients and internal teams.

Responsibilities & Qualifications

Key Responsibilities

  • Develop, monitor, and maintain project budgets and forecasts, creating cost breakdown structure and cost accounts, ensuring alignment with project objectives and contractual requirements.
  • Perform detailed variance analysis to identify cost discrepancies, providing recommendations and corrective actions as needed.
  • Manage accruals and prepare monthly financial reports, including cost-to-complete and forecast-at-completion analyses.
  • Oversee invoice processing and validation to ensure accuracy, compliance, and timely approval.
  • Partner with project managers and stakeholders to develop, refine, and update project estimates and budgets throughout the project lifecycle.
  • Provide financial planning and analytical support to guide key decision-making.
  • Prepare and present cost control reports, dashboards, and presentations for clients and senior leadership.
  • Ensure adherence to TYLin’s quality standards, client requirements, and industry best practices in cost control and financial management.

 

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Finance, or a related discipline.
  • Minimum of 7+ years of progressive experience in cost control, financial planning, or project controls within infrastructure, transportation, utilities, construction, or energy sectors.
  • Demonstrated experience with major cost management tools and software such as Primavera P6, SAP, Unifier, or equivalent platforms.
  • Strong analytical, forecasting, and problem-solving skills with proven expertise in variance analysis and project estimating.
  • Excellent organizational skills, attention to detail, and ability to manage multiple priorities in a fast-paced environment.
  • Effective written and verbal communication skills with the ability to clearly present financial insights to technical and non-technical stakeholders.
  • Professional certifications preferred: PMP, CCP, CEP, CPE, MRICS, AssocRICS, or equivalent.

Additional Information

T.Y. Lin International is committed to pay equity. As part of that commitment, we have provided the base compensation range of $85,600 - $128,400 annually for this position and local market.
