Regulatory Affairs Compliance Manager
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Regulatory Affairs Compliance Manager to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at The Woodlands, TX location or our Company headquarters in Parsippany, NJ.

This position provides support to the Sr. Manager, Regulatory Affairs on all aspects of managing SBR’s ISCC program compliance and could expand to other regulatory programs as needed.

This role includes day-to-day management of ISCC program requirements and risk management, continuous monitoring of regulatory and system updates, and direct accountability for mass balance, conversion factors, GHG calculations, and audit readiness and execution.

PRINCIPAL RESPONSIBILITIES:

  • Manage Compliance with all ISCC and other European regulatory schemes including:

    • ISCC EU, ISCC Plus and ISCC CORSIA

    • Germany’s Nabisy

    • Netherland’s FTO

    • UDB

  • Lead all ISCC regulatory documentation, reporting, and traceability including:

    • Incoming sustainability declarations

    • Outgoing proof of sustainability

    • Mass balances per site and legal entity

    • Conversion factor calculation

    • GHG Calculator inputs and maintenance

    • Transform and analyze mass balance and GHG data to provide commercial team with actionable inventory positions within defined constraints

  • Lead ISCC regulatory program audits

    • Engage with internal and external auditors to complete audits

    • Ensure efficient supply of sample data support

    • Ensure all requested documentation is provided timely

    • Serve as contact for auditors and certification bodies

    • Identify, remediate, and track correction actions and non-conformities

    • Partner cross functionally with commercial, operations, scheduling, and logistics teams to ensure compliant execution of transactions and accurate data capture

  • Assist with other regulatory program compliance activities, including but not limited to, EPA RFS, California LCFS, Oregon CFP, Washington CFS, Canada’s CFR, BC LCFS, Alberta RFS, Ontario CTFP, Quebec LCFS and other Federal or State regulated fuels programs.

QUALIFICATIONS:

  • College degree required

  • 5+ years of direct experience managing ISCC compliance for a renewable fuel producer scope

  • Must understand the ISCC legislative and regulatory processes, primarily the ability to read and interpret statutes, regulations, and guidelines, including RED III and system user documents

  • Proficiency with ISCC EU and Plus regulatory frameworks

  • Strong analytical capability with experience managing mass balance and GHG calculation methodologies

  • Demonstrated experience managing audits, including preparation, execution, and corrective action follow-up

  • Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook, RightAngle preferred

  • Individual must be self-motivated, work well in a team environment, and have strong interpersonal skills.

  • This position is on site 5 days a week

NJ Salary Posting: The salary range for this position is $106,787.51 - $189,503.19. The compensation range listed in this posting is in compliance with applicable state law.  Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation.  Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases.  In addition to salary, PBF offers a comprehensive benefits package which includes bonus eligibility, health care, retirement benefits, and paid time off.
