About the Role
We are seeking an experienced Program Manager to lead delivery of a multi-site science and technical support services contract for a federal science agency. Based on-site in Illinois, you will be the single point of accountability for contract and task-order performance across administrative, scientific, laboratory, geospatial, and IT support services delivered at locations across the Mid-Continent United States. This is a high-visibility leadership role for someone who thrives on operational ownership, client partnership, and building high-performing teams.
Key Responsibilities
• Serve as the authorized point of contact with the government Contracting Officer (CO), Contracting Officer's Representative (COR), and Task Order Managers (TOM)
• Provide overall management of an IDIQ contract and its task orders, including scope analysis, staffing, quality, schedule, and financial oversight
• Prepare and submit firm-fixed-price task-order proposals on tight turnaround (within five workdays of request), including appropriate labor mix and level of effort
• Lead recruiting, onboarding, retention, and performance management for a geographically dispersed workforce
• Establish and maintain a Quality Control Program aligned to the government's surveillance plan; drive corrective actions to closure
• Deliver monthly status and performance/cost reports; maintain records to substantiate charges; manage invoicing
• Coordinate teaming partners and subcontractors as one integrated team
• Ensure compliance with federal security (background investigations, FISMA/NIST), labor (Service Contract Act), and contract requirements
