Position Overview:
The Business Advisory Services Senior Consultant is responsible for leading complex telecommunications carrier projects involving IP migration, interconnection agreement negotiations, numbering and porting services, regulatory support, and budget management. This role serves as a subject matter expert for internal teams and clients, helping clients navigate technical, operational, contractual, and regulatory requirements while supporting service continuity and business growth.

Responsibilities
  • Lead IP migration initiatives, including first-time migrations, network rearrangements, and transitions from TDM-based connectivity to IP-based solutions.
  • Negotiate and manage ICA/IP agreements, coordinating with carriers, clients, and regulatory bodies to support compliant and commercially sound outcomes.
  • Supervise and develop one direct report by assigning work, reviewing progress, providing guidance, and supporting professional growth.
  • Provide subject matter expertise and cross-functional support to Regulatory, Number Portability Services, Billing and Ordering, Revenue Requirements, Engineering, and related business teams.
  • Support development, implementation, and client education for the Voice Evolution projects.
  • Manage service budgets, revenue expectations, work proposals, statements of work, and rate-related inputs to support business planning and profitability.
  • Oversee Numbering and Porting Essentials services, including client education, issue resolution, regulatory updates, and service enhancements.
  • Support robocall mitigation database certification and robocall mitigation program plans, including compliance guidance and client communications.
  • Serve in an industry leadership capacity, including participation as NANC Vice Chair, to monitor emerging telecommunications policy, numbering, porting, robocall, and IP transition issues.

Required Qualifications
  • Significant experience in telecommunications regulatory, interconnection, numbering, portability, IP migration, or network services environments.
  • Experience negotiating or supporting interconnection agreements, IP arrangements, carrier relationships, and network transition projects.
  • Working knowledge of regulatory compliance processes, robocall mitigation requirements, numbering administration, and client advisory services.
  • Experience managing budgets, proposals, statements of work, service pricing inputs and revenue targets.
Core Competencies:
  • Strong knowledge of telecommunications networks, IP migration, interconnection, numbering, number portability, and regulatory compliance.
  • Ability to interpret FCC rules, industry requirements, client needs, and operational constraints to provide practical recommendations.
  • Excellent negotiation, project management, communication, and stakeholder coordination skills.
  • Demonstrate ability to manage competing priorities, meet deadlines, and support multiple internal departments and client-facing initiatives.
  • Leadership capability, including coaching, delegation, accountability, and cross-functional collaboration.
