The Sr. Director of Humanitarian Response and Technical Services will have strategic and operational responsibility for CORE’s humanitarian response efforts. The position will be a part of the Leadership team that drives the overall strategy for the organization and represents CORE on a local, regional, national, and international basis.
 
CORE views our emergency relief programs as the first step in a programmatic continuum helping communities on a path of recovery and preparedness. It is the most visible of our work and requires close supervision to ensure excellence in implementation and close coordination across all of CORE’s Departments. CORE’s Sr. Director of Humanitarian Response and Technical Services (HRTS) must respond with urgency and move quickly to provide immediate relief while also working with the VP of Programs & Partnerships to advise on making investments that have positive, deep, and long-term impact. They will need to be able to analyze complex contexts and get on the ground quickly, then iterate for deeper impact.

Responsibilities:

  • Program Leadership & Management:
  • Set and uphold standards for CORE’s emergency response work both internationally and domestically.
  • Support annual revisions and updates to CORE’s Emergency Response Playbook.
  • Lead emergency response efforts in the field when called upon and coordinate with CORE’s Humanitarian Response Director.
  • Oversee the development of CORE’s emergency response roster.
  • Contribute to ongoing programmatic excellence through supervision and integration of technical and MEAL expertise into program implementation.
  • Work with the VP of Programs & Partnerships to attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
  • Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth.

  • External Relationships:
  • Work with the Senior Management Team, and Partnerships department to build close relationships with keep donor stakeholders, primarily, but not exclusively: UN agencies, FEMA, US Dept of State, and AMRC.
  • Support expansion of revenue generating and fundraising activities of existing and new programs; cultivate existing relationships and develop new donor relationships.
  • Manage relationships with partner organizations and networks, like InterAction and the VOAD system.

  • Knowledge Management:
  • Advance CORE’s technical reputation as a leading voice in different sectors by advancing the production of technical documents, manuals, articles, and representing CORE on international working groups and associations.
  • Support the development of necessary systems, processes, and tools and build out a team to better leverage program and organizational data to improve CORE’s operations and data storytelling.
  • Develop dissemination system to share organizational learning with a range of communities.
  • Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact.
  • Work collaboratively with CORE’s senior management team to integrate cross program activities and functions.

  • Technical Services:
  • Supervise key technical staff to ensure close integration with program and partnership teams.
  • Support and advocate for Technical Services across all program and support departments.
  • Identify any new technical areas that CORE needs to bolster based on CORE’s strategic plan.

Qualifications:

  • Bachelor’s Degree in International Development or related field

Experience:

  • 5-10 years of experience working in international programs and humanitarian response[ZB1] 
  • Proven experience in domestic disaster response

Skills and Competencies:

  • Ability to travel respond to emergencies at a moment’s notice.
  • Ability to provide inputs into donor proposals.
  • Proven ability to work across departments.
  • Proven ability to work with different cultures.
  • Proven ability to work with disadvantaged communities
