The Opportunity:
CACI is seeking a Senior HCM Analytics & BI Developer to support a large-scale federal HCM modernization initiative deploying Oracle Fusion Cloud HCM across multiple federal agencies. The role is responsible for designing, developing, and maintaining enterprise analytics, dashboards, and reporting solutions that provide government leadership and HR stakeholders with real‑time workforce insights, compliance reporting, and predictive analytics.
This position is primarily remote with up to 10% travel.
Responsibilities:
Develop OTBI analyses and dashboards delivering real-time workforce metrics (headcount, vacancy rates, time‑to‑hire, turnover, demographic trends).
Build BIP reports/templates supporting EHRI submissions, GHRR compliance, SF‑113 statistics, and agency‑specific HR reporting.
Create OAC dashboards offering predictive analytics, trend analysis, and cross‑agency workforce comparisons.
Configure HCM Extracts enabling bulk data extraction for analytics pipelines, data warehouse feeds, and external system integrations.
Produce org chart visualizations and workforce exploration tools for navigating organizational hierarchy and position structures.
Build ad hoc and self‑service reporting capabilities empowering agency HR teams to develop custom insights.
Develop DEIA, MD‑715, FEVS, and accountability framework compliance reporting.
Ensure Section 508/WCAG 2.1 AA accessibility across all analytics products.
Design governed OTBI/OAC semantic layers supporting consistent definitions of key HR metrics.
Collaborate with functional teams and government partners to translate human capital analytics requirements into technical specifications.
Support agency onboarding with tailored reporting templates, historical data migration, and analytics training delivery.
Serve as the technical authority for the domain, establishing best practices, standards, and technical oversight.
Mentor cross-functional team members, drive innovation, and influence program-level solution decisions.
Qualifications:
Required:
Ability to obtain/maintain Public Trust clearance (U.S. Citizenship required).
Bachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).
10+ years in BI development, analytics, or enterprise reporting.
8+ years of experience with Oracle OTBI, BIP, or comparable BI tools (Tableau, Power BI, SAP BO).
Proficiency in SQL, including analytical queries on large-scale HR/HCM data models.
Experience creating interactive dashboards with drill‑down, parameters, and dynamic visualizations.
Knowledge of HR/workforce analytics (headcount, attrition, time‑to‑fill, span of control, workforce planning).
Experience developing Section 508/WCAG‑compliant visualizations and reports.
Familiarity with Agile/SAFe methods.
Desired:
11+ years BI development with Oracle Fusion HCM analytics preferred.
Oracle Analytics Cloud or BI Publisher certification.
Experience with federal HR analytics (EHRI, GHRR, HCAAF, DEIA, FEVS).
Experience with Oracle Fusion HCM data model and OTBI subject areas.
Experience with predictive analytics (Python, R, OAC ML).
Experience with HCM Extract for bulk data transfer.
Experience with Oracle Cloud technologies (OIC, OCI) in HCM/ERP environments.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
