Responsibilities

The Senior Proposal Manager leads the development and submission of compliant, compelling, and competitive responses to RFPs, RFIs, and other customer solicitations. This role manages the end-to-end proposal lifecycle, partnering with Capture, Sales, Business Development, Program Management, Product Management, SMEs, and Executive Leadership to develop winning strategies that address customer requirements and highlight the company's differentiators.


The Senior Proposal Manager serves as the central point of coordination for proposal activities, establishing schedules, managing cross-functional teams, ensuring compliance, and overseeing proposal quality through submission. This position requires exceptional project management, organizational, leadership, and communication skills to consistently deliver high-quality proposals in a fast-paced environment.

 

Responsibilities

  • Lead cross-functional teams to develop compliant, compelling, and competitive proposals while meeting submission deadlines.
  • Manage the full proposal lifecycle, including kickoff meetings, schedules, storyboards, outlines, content plans, reviews, production, and submission.
  • Analyze RFPs, RFIs, and solicitation documents; develop compliance matrices, annotated outlines, and content development plans.
  • Partner with Capture Management and stakeholders to develop win strategies, themes, discriminators, messaging, and graphics concepts.
  • Coordinate proposal assignments across Sales, Capture, Program Management, Contracts, Legal, Engineering, Customer Service, and Operations.
  • Ensure proposal quality, compliance, consistency, and customer-focused messaging throughout all deliverables.
  • Facilitate proposal reviews and provide status updates to stakeholders and leadership.
  • Draft, edit, review, proofread, format, and finalize proposal content as needed.
  • Maintain proposal assets, templates, procedures, tools, and knowledge repositories.
  • Drive continuous improvement of proposal processes, metrics, best practices, and resource planning.
Qualifications

Required Qualifications

  • Strong leadership, facilitation, stakeholder management, and team-building skills.
  • Excellent project management and organizational skills with the ability to manage multiple priorities and deadlines.
  • Advanced Microsoft Office proficiency; experience with SharePoint, Privia, Ovidian, or similar content management tools.
  • Strong analytical, written, verbal, and presentation skills.
  • Detail-oriented, results-driven, and able to work independently in a fast-paced environment.
  • Ability to effectively communicate and present to stakeholders, including senior leadership.
  • Continuous improvement mindset with a focus on process excellence.
  • Bachelor's degree in Business, Communications, English, Marketing, or related field; equivalent experience considered.
  • Seven or more years of proposal management experience.
  • Experience leading proposal efforts in state and/or federal government contracting environments.
  • Demonstrated success improving proposal processes, quality, and efficiency.

 

Preferred Qualifications

  • APMP, Shipley, or related proposal management certification/training.
  • Experience leading proposal oral presentations ("Orals").
  • Knowledge of enterprise technology solutions, including cloud, SaaS, IT infrastructure, cybersecurity, and application development.
