The ideal candidate will be a skilled communicator, responsible for crafting clear, compelling, and compliant written content for our responses to federal government solicitations (RFPs, RFQs, RFIs, etc.). This role is critical to our success, as you will be responsible for translating complex technical concepts and solutions into persuasive proposal narratives that resonate with government evaluators and highlight our unique value proposition.

Keystone is looking for a highly skilled and detail-oriented Freelance Technical Writer to join our proposal development team.
The ideal candidate will be a skilled communicator, responsible for crafting clear, compelling, and compliant written content for our responses to federal government solicitations (RFPs, RFQs, RFIs, etc.). This role is critical to our success, as you will be responsible for translating complex technical concepts and solutions into persuasive proposal narratives that resonate with government evaluators and highlight our unique value proposition.
Key Responsibilities
- Monitor and Track Solicitations: Actively identify, qualify, and track new federal contracting opportunities on platforms such as SAM.gov. Maintain the solicitation pipeline, capturing critical information including response deadlines, amendments, and submission requirements to ensure the proposal team has timely information.
- Content Development: Write, edit, and proofread technical and management sections of federal proposals, ensuring content is compliant with solicitation requirements, well-written, and grammatically correct.
- Technical Interpretation: Collaborate closely with Subject Matter Experts (SMEs), solutions architects, and program managers to understand our proposed technical and operational solutions, and then articulate them in a clear, concise, and compelling manner.
- Proposal Strategy: Participate in proposal strategy sessions, storyboarding, and content planning to develop win themes and ensure they are woven throughout the proposal narrative.
- Compliance & Quality Control: Analyze solicitation requirements (PWS, SOW, Section L, Section M) to create compliant proposal outlines and compliance matrices. Ensure all final proposal content is 100% compliant with all instructions and requirements.
- Voice and Tone: Maintain a consistent voice and tone across all proposal documents, editing content from multiple authors to create a single, cohesive narrative.
- Document Management: Manage and organize proposal artifacts, including drafts, graphics, and final versions, using company-standard tools and version control practices.
- Resume & Past Performance Writing: Develop tailored resumes for key personnel and write detailed past performance citations that align with solicitation requirements.
- Final Production: Assist in the final production of proposals, including formatting, proofreading, and preparing documents for submission.
- Bachelor's degree in English, Journalism, Communications, or a technical field.
- Minimum of [2-5] years of professional experience as a technical writer, with a significant portion dedicated to writing and editing federal government proposals.
- Fluency in English: Exceptional command of the English language, including grammar, punctuation, and style.
- Proven Technical Proposal Experience: Demonstrable experience writing technical sections for federal contractors in response to RFPs from civilian or DoD agencies.
- Excellent Communication Skills: Superior written and verbal communication skills, with the ability to interview SMEs and synthesize complex information effectively.
- Ability to work under tight deadlines in a fast-paced, high-pressure environment.
- Proficiency in the Microsoft Office Suite, particularly Microsoft Word, including advanced features like styles, templates, and table of contents.
- Strong organizational skills and an obsessive attention to detail.
- Familiarity with Shipley or other formal proposal development methodologies.
- Experience using collaboration tools like SharePoint, Microsoft Teams, or other proposal management software.
- Basic graphic design skills or experience working with graphic designers to create proposal diagrams and figures
