Leads a regional proposal operations team supporting complex AEC pursuits across Parsons’ Critical Infrastructure business. Responsibilities include hiring, coaching, workload allocation, proposal budgeting, resource forecasting, pursuit strategy, compliance, facilitation, stakeholder partnership, process improvement, and oversight of proposal deliverables from pre-positioning through presentations and final submission. The role advises capture, business development, operations, technical, and creative teams while implementing pursuit processes and developing repeatable best practices.

Supports roadway engineering projects by preparing construction documents, roadway geometric designs, quantity takeoffs, cost estimates, surveys, and grading plans. Uses CAD and CAE software to develop project designs, assists with technical coordination, and provides input to drafters, designers, and engineers. The role emphasizes communication, teamwork, organization, flexibility, and learning within a critical infrastructure team.

Supports roadway transportation infrastructure projects by preparing CADD plans, sketches, and details; performing engineering calculations, quantity takeoffs, cost estimates, and schedules; assisting with drainage, traffic, crash, and technical reports; and collaborating with multidisciplinary design teams. The role requires a civil engineering degree, EIT certification or eligibility, CAD proficiency, and strong communication skills.

Lead drainage design for road and highway projects including hydraulic modeling, drainage calculations, erosion control review, quantity takeoffs, technical reports, and deliverables. Provide technical direction, supervise junior staff, coordinate with CAD drafters, and support state DOT permitting and project requirements.

Lead NEPA-guided transportation planning for regional road and highway projects including data collection, corridor and multimodal studies, alternatives analysis, environmental impact assessment, public engagement, mapping/graphics, and client/business development support. Mentor teams and coordinate with engineering and planning staff to deliver reports, studies, and plans.

Serve as on-site CBRN Lead and site manager conducting detection operations, coordinating stakeholders, maintaining equipment and documentation, delivering training, producing SITREPs and AARs, supporting fleet and logistics, and traveling frequently to support deployments and special events.

Perform installation, relocation, testing, troubleshooting, repair, and preventive maintenance of NAS electronic systems (NAVAIDS, VHF/UHF, surveillance). Read schematics, use test equipment, document work, follow FAA procedures, and support field site activities with up to 100% travel.
