Join our dynamic team of Workforce Development Professionals. This remote position supports IA, IN, IL, OD/OR, and Fresno, CA. Ideally, the person who joins the team would reside in one of the states listed. In an outcomes-focused environment, the Director of Workforce Development develops and drives integrated workforce strategies. Directs, oversees execution, and provides leadership for workforce programs, develops programming and career pathways specific to services talent supply and retention, and ensures alignment with the national workforce development (WFD) strategy. Provided leadership for workforce development operations, administration, funding support, and related project management.

Leadership

  • Providing advice, guidance, and leadership to RHM, ministry leaders, and external stakeholders in developing strategies and achieving performance goals.

  • Works closely with Diversity, Equity, and Inclusion to ensure the development of programs with candidate availability in accordance with affirmative action plans where applicable. Supports the advancement of the workforce in underrepresented roles. Oversees the audit process for compliance.

  • Enable Collaboration across and within service areas, Regional Health Ministries, and ministries to ensure consistency and integration of strategy and operations.

Direction and Growth

  • Provides managerial direction and leadership in alignment with National Workforce Development, establishes strategic plans and vision, prioritizes projects and initiatives, develops effective coaching practices, implements change management and continuous improvement solutions, establishes performance goal setting and management oversight, and delivers effective and efficient problem resolution.

  • Leading standardization/system and optimization of policy, process, methodology, and establishing a national community of practice.

Strategic Support & Accountability

  • Facilitates a partnership across Service Area(s) Human Resources, Operations, Finance, Marketing, and Legal that results in the development and/or improvement of a workforce planning strategy, business process, tools, and resources. Defines and executes workforce programs to develop a diverse, skilled workforce for priority jobs. Works with internal grant writer and external funders to identify and establish funding streams to implement national best practice workforce programs, barrier removal, and retention strategies.

  • Creates a service area-specific workforce development strategy that aligns with the national strategy using innovative best practices.

  • Partner with the marketing department to develop materials for service area workforce programs and campaigns for the continued development of a diverse workforce and career pathways through various marketing channels. Provides oversight and serves as a subject matter expert.

  • Follows market trends in workforce development and local job markets to design and implement relevant strategies to ensure high placement and retention rates, specifically focusing on entry-level job families and colleagues.

Operational Delivery

  • Utilizes a thorough knowledge of workforce policies, programs, and systems to provide guidance and strategic focus on enhancing and expanding Trinity Health System’s workforce curriculum, building strategic alliances with other credentialing institutions and government entities, and resource development.

  • Drives and executes all internal processes associated with workforce development and supports talent priorities. Assists Director, National Workforce Development in providing guidance and advice to the enterprise in establishing, developing, and leveraging local workforce forecasting and planning staff/capacity, applying market-level requirements to meet business needs. Addresses core skill gaps and resource shortages that significantly impact Trinity Health's ability to meet business objectives.

  • Sets priorities, utilizes resources, and delivers on-time results. Drives continuous improvement, measuring results through data, metrics, and ROI.

  • Engages with the Service Area(s) Department of Labor (DOL) and all other workforce development stakeholders and funders in managing grants, meeting program deliverables, collecting and analyzing data, and creating and submitting reports. Provides consultation, guidance, and specialized expertise to senior leadership in addressing workforce development needs strategies, providing related problem resolution, and developing innovative solutions. Leads large-scale improvement and implementation initiatives within workforce development. 

  • Responsible for measuring and reporting KPIs/metrics and value delivery

  • Maintains a working knowledge of applicable Federal, state & local laws/regulations, Trinity Health Integrity & Compliance Program & Code of conduct, and other policies & procedures to ensure adherence in a manner that reflects honest, ethical & professional behavior.

Minimum Qualifications:

  • Must possess a comprehensive knowledge of and experience in developing and executing program strategies and demonstrated understanding of human resources and/or workforce development, practices and procedures, as typically obtained through a bachelor’s degree in human resources or a related field.

  • At least seven (7) years of progressively more responsible experience in organizational effectiveness, talent acquisition, and/or workforce programming, including apprenticeships and building national and local stakeholder partnerships. 

  • Experience in a multi-site/location, multi-location business, and/or integrated health system experience is highly preferred.  

  • Five (5) years of related leadership experience overseeing a talent acquisition or workforce development team.

Pay Range- $121,784- $188,822
