In this role, you will lead business analysis activities to capture, document, and manage business and technical requirements for complex systems used to support our nation’s Veterans. You will serve as a key liaison between VA business stakeholders and the technical delivery teams, ensuring solutions meet mission needs, adhere to standards, and are delivered using Agile practices.

Key Responsibilities:
  • Lead end-to-end business analysis efforts for VA systems and applications, from discovery through implementation and validation.
  • Facilitate requirements elicitation sessions (interviews, workshops, focus groups) with VA stakeholders, end users, product owners, and subject matter experts.
  • Analyze, document, and manage business requirements, user stories, use cases, process flows, and acceptance criteria in a clear and structured manner.
  • Translate business needs into functional and non-functional requirements, and collaborate closely with architects, developers, and testers to derive detailed technical requirements.
  • Serve as a primary liaison between business and technical teams, ensuring a shared understanding of scope, priorities, and solution design.
  • Use Jira as the primary ticketing and work-management system to create, refine, and maintain epics, user stories, tasks, and defects.
  • Support Agile ceremonies (backlog grooming/refinement, sprint planning, daily stand-ups, reviews, and retrospectives) and ensure the backlog is well-defined, prioritized, and ready for development.
  • Develop and maintain artifacts such as business process models, data flow diagrams, interface specifications, and traceability matrices.
  • Perform impact analysis for change requests and enhancements, and provide recommendations based on business value, risk, and technical feasibility.
  • Collaborate with QA/testing teams to validate that delivered solutions meet documented requirements, including supporting test case creation and user acceptance testing (UAT).
  • Mentor and provide guidance to other business analysts on the team; support standardization of analysis practices, templates, and processes.
  • Communicate status, risks, and issues related to requirements and delivery to project leadership and stakeholders in a timely and transparent manner.
  • Ensure all work products comply with VA standards, including security, accessibility, and data privacy requirements.
Qualifications:
  • Bachelor’s degree in Business, Information Systems, Computer Science, or related field; or equivalent combination of education and experience.
  • 8+ years of experience as a Business Analyst, Systems Analyst, or similar role, including experience in a lead or senior capacity.
  • Demonstrated experience gathering, analyzing, and documenting business and technical requirements for complex IT systems.
  • Strong experience working in Agile/Scrum environments, collaborating with cross-functional teams (product owners, developers, testers, architects).
  • Hands-on experience using Jira as a ticketing and Agile work management system (epics, stories, workflows, dashboards, reporting).
  • Proven ability to translate business needs into clear, testable user stories and acceptance criteria.
  • Excellent communication skills (written and verbal) with the ability to engage effectively with both technical and non-technical stakeholders.
  • Strong analytical, problem-solving, and critical-thinking skills with attention to detail and quality.
Preferred Qualifications:
  • Experience supporting programs or projects for the U.S. Department of Veterans Affairs or other federal health/benefits agencies.
  • Familiarity with VA business domains such as healthcare delivery, benefits administration, claims processing, or Veteran-facing digital services.
  • Knowledge of Agile frameworks (Scrum, SAFe, Kanban) and participation in scaled Agile environments.
  • Experience with additional tools such as Confluence, Visio, Lucidchart, or similar for documentation and process modeling.
  • Relevant certifications (e.g., CBAP, PMI-PBA, CSM, SAFe, or similar).
