Capital One's Card Risk organization is responsible for core areas that span Risk Management, Strategy, Operations, Technology, and Analytics. We lead, advise, and innovate on the most critical transformational initiatives across the business. Specifically, the Platform Governance Team is charged with a multi-year journey focusing on strengthening the enterprise technology ecosystem, enabling ownership and accountability through transparency, amplifying simplification and automation, and driving sustainability.
The Platform Governance Team is seeking a Manager to take our Platform governance and Capabilities transformation to the next level. You will be responsible for the day-to-day operations of technology governance, serving as a key member of the program. You will collaborate with smart, passionate leaders to deliver results that have a direct impact on the company's bottom line, acting as the connective tissue between technology builds and operational risk.
Core capabilities for this foundational role include a strong strategic and tactical mindset with significant risk management and technical expertise, coupled with a balanced approach to driving effectiveness and efficiency to enhance both business and risk management processes and programs. This role requires the ability to lead people both directly and indirectly to deliver high-quality value, to exhibit great judgment in solving challenging problems, and to leverage deep subject matter expertise to enable our platforms and processes to shine in our broader risk ecosystem. This role requires a well-rounded and seasoned individual who is comfortable adjusting their approach to meet unique needs across multiple stakeholder groups within a complex organization.
Successful candidates will demonstrate the ability to understand and translate complex technical concepts, manage cross-functional projects, maintain momentum in a dynamic and fast-paced environment, and possess strong partnership skills to engage and influence critical stakeholders. This role is ideal for someone with strong leadership skills who can support transformational change and deliver value. The preferred candidate will have experience working in Compliance, Audit, or Risk Management organizations, with a solid understanding of process management frameworks and risk/control methodologies.
Responsibilities:
  • Facilitate the strategic evolution of the technology governance model, partnering across Tech and Risk teams to drive the maturity of enterprise control frameworks.
  • Lead cross-functional efforts to simplify complex technical environments, ensuring operational transparency through proactive program management, impediment resolution, and executive-ready reporting.
  • Act as a subject matter expert (SME) to train business partners on how to effectively leverage technology capabilities, reducing friction during the adoption of centralized tech solutions.
  • Oversee governance standards, including vision/strategy, shared responsibility models, and metric reporting, ensuring adherence to enterprise obligations.
  • Build and maintain relationships with key stakeholders, managing cross-program friction, identifying when technology capabilities are failing to meet user needs, and negotiating solutions before they reach a crisis point.
  • Leverage enterprise GRC (Governance, Risk, and Compliance) tools and reporting dashboards to manage team initiatives and monitor platform health.
  • Engage in divisional activities as warranted to drive career growth and development.

Basic Qualifications:
  • High School Diploma, GED or equivalent certification
  • At least 4 years of Enterprise Risk Management (ERM), Technology Risk Strategy, or Complex Program Governance experience
  • At least 3 years of Project Management experience, with a focus on cross-functional delivery
  • At least 3 years of Process Management experience
  • At least 3 years of experience supporting, partnering, and interacting with internal business clients

Preferred Qualifications:
  • Bachelor's Degree or military experience
  • 5+ years of experience leading complex, cross-functional projects/programs in a Risk or Technology environment
  • 4+ years of Process Management, capability mapping, or system/control design experience
  • 5+ years of Enterprise Risk Management (ERM), Technology Risk Strategy, or Complex Program Governance experience
  • 3+ years of experience in data analysis, reporting, and translating technical insights into business intelligence
  • Professional certifications such as CRISC (Certified in Risk and Information Systems Control), CGEIT (Certified in the Governance of Enterprise IT), or CBAP/CCBA (Business Analysis)

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $151,900 - $173,400 for Risk Manager
Richmond, VA: $138,100 - $157,700 for Risk Manager
Riverwoods, IL: $138,100 - $157,700 for Risk Manager
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
