Leidos' Digital Modernization sector is seeking a Network Architect SME.

The Network Architect-SME provides enterprise network architecture leadership for the SEC ISS contract, ensuring secure, resilient, and scalable connectivity across SEC environments. This role defines and governs network standards, architecture patterns, and modernization roadmaps for LAN/WAN/WLAN, remote access, and hybrid cloud integration. The position leads complex migrations and upgrades across on-premises and cloud systems while maintaining operational continuity and service performance. This role also ensures alignment with federal and SEC requirements, including FISMA-aligned controls, zero-trust enforcement, and audit-ready operational documentation.

PRIMARY RESPONSIBILITIES

Network Architecture and Engineering

- Design, implement, and maintain secure, scalable, and highly available enterprise network architectures across LAN/WAN/WLAN, voice, and remote-access environments.

- Develop target-state architecture, technical standards, and network lifecycle plans for upgrades, refreshes, and end-of-support transitions.

- Lead network integration for cloud and on-premises platforms, including connectivity patterns, segmentation, and secure data flows.

- Serve as technical authority for routing, switching, firewall, VPN, and performance optimization strategy.

Security, Compliance, and Risk Management

- Define and enforce network security architecture aligned to SEC policies and federal expectations, including FISMA and zero-trust control requirements.

- Partner with cybersecurity teams to assess vulnerabilities, prioritize remediation, and reduce risk exposure across network infrastructure.

- Produce and maintain architecture documentation, SOP inputs, configuration baselines, and artifacts supporting audits and ATO sustainment.

- Conduct risk assessments and architecture reviews to identify control gaps, resilience risks, and corrective actions.

Operations, Monitoring, and Service Delivery

- Establish performance and availability objectives; implement monitoring approaches for device health, traffic patterns, latency, and network reliability.

- Drive capacity planning using usage trends and forecast data to prevent service degradation and support growth.

- Troubleshoot and resolve high-complexity network incidents and chronic problems, including root-cause analysis and corrective design changes.

- Support service-level reporting and dashboard-driven operational insights in coordination with enterprise operations and service management teams.

Leadership and Cross-Functional Collaboration

- Lead complex network initiatives, including migrations, major changes, and cross-team implementations with clear technical governance.

- Collaborate with infrastructure, application, cloud, and service desk teams to ensure integrated, secure, and supportable solutions.

- Provide technical leadership, mentoring, and quality oversight to network engineers and junior technical staff.

- Communicate architecture decisions, tradeoffs, and implementation plans to stakeholders, program leadership, and government counterparts, and serve as subject matter expert for network-related initiatives.

REQUIRED QUALIFICATIONS

  • This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.

  • Ability to obtain and maintain SEC Public Trust.

  • Bachelors in Information Technology, Computer Science, Engineering, or a related technical field. ​In lieu of degree, additional experience may be required.

  • Minimum 12 years of experience in network architecture and design for large-scale enterprise environments.

  • Demonstrated experience with secure enterprise LAN/WAN/WLAN design, cloud networking, and virtualized network infrastructure.

  • Proven experience leading complex network migrations, upgrades, and hybrid integration efforts with measurable performance and reliability outcomes.

  • Experience supporting compliance-driven environments requiring strong change control, risk management, and audit support documentation.

Technical Skills:

  • Advanced expertise in routing, switching, firewalls, VPNs, and network performance optimization.

  • Expertise in LAN/WAN technologies, network security, cloud networking, and virtualization.

  • Ability to design secure and scalable enterprise network architectures and lead complex migrations, upgrades, and integrations.

  • Strong capability in capacity planning, risk assessments, and troubleshooting high-level network issues.

  • Ability to develop network strategies, standards, and policies aligned with organizational and federal compliance requirements.

PREFERRED QUALIFICATIONS

  • CCNP, CCIE, or equivalent advanced network certification.

  • Experience supporting U.S. federal civilian agency IT infrastructure contracts.

  • Experience implementing zero-trust controls aligned with OMB M-22-09 and modern encryption/authentication standards.

  • Experience building architecture roadmaps, governance standards, and executive-level technical briefings.

  • Experience leading multi-disciplinary teams through major incidents, migrations, and continuous service improvement initiatives.

  • CCNP or CCIE

  • Azure Network Engineer Associate or AWS Advanced Networking Specialty

  • CISSP

WORK ENVIRONMENT / OTHER

  • Operational Support: May require participation in on-call or surge support activities depending on operational needs. 

  • Location: Telework 

  • Travel: As required per contract direction.

Pay Range:Pay Range $116,350.00 - $210,325.00
