The People Technology Manager - Recruiting Tech & Learning Platforms Opportunity

This is a highly technical, hands-on role responsible for architecting, configuring, and optimizing the systems that power recruiting and learning at scale.

At Okta, we view our people systems as critical infrastructure. In this role, you will design and manage a scalable, reliable ecosystem across our recruiting technology stack and Learning Management System (LMS), ensuring seamless workflows, high-quality data, and strong system performance globally.

You will operate at the intersection of systems architecture, automation, and user experience—building solutions that improve efficiency, enable better decision-making, and support global growth. This role also requires strong AI fluency, with a focus on leveraging AI-driven capabilities to enhance recruiting processes, learning experiences, and operational automation.

What You'll Own 

  • Systems Architecture & Administration: Own end-to-end administration and architecture of recruiting platforms (ATS, CRM, interview tools) and Learning Management Systems (LMS). Design and configure workflows, business processes, permissions, and system logic to support global operations. Define and optimize system architecture, balancing scalability, flexibility, and standardization. Translate ambiguous business requirements into structured, scalable technical solutions.
  • Integrations, Automation & Optimization: Partner with Technology teams and maintain integrations across systems using APIs, middleware, and data pipelines. Drive automation of manual processes across recruiting and learning workflows to improve efficiency and reduce operational overhead. Lead system implementations and enhancements, including requirements gathering, solution design, configuration, testing (UAT), and deployment. Continuously identify opportunities to streamline workflows and improve system performance.
  • Data Integrity, Reporting & Insights: Establish and maintain data integrity standards, validation rules, and monitoring processes. Ensure data accuracy, accessibility, and consistency across systems. Partner with analytics teams to align on reporting frameworks and enable actionable insights.
  • AI Enablement & Innovation: Leverage AI-enabled capabilities (e.g., candidate matching, chatbots, recommendations, content generation) to optimize recruiting and learning processes. Evaluate and implement AI-driven tools and features across systems. Identify high-impact use cases for AI to improve efficiency, personalization, and decision-making. Partner with stakeholders to drive responsible and scalable adoption of AI solutions.
  • Troubleshooting, Governance & Best Practices: Troubleshoot complex system issues and perform root cause analysis using structured problem-solving approaches. Partner with IT and Security to ensure system reliability, compliance, and scalability. Establish and document best practices for system configuration, usage, and maintenance. Maintain comprehensive technical documentation (system architecture, data flows, configurations).
  • Leadership & Cross-Functional Impact: Act as a technical subject matter expert for recruiting and learning systems. Partner with Recruiting and Learning & Development teams to translate business needs into technical solutions. Collaborate with Business Technology / IT on integrations, architecture, and system performance. Engage with vendors and external partners to support implementations and roadmap alignment. Support global users through issue resolution, training, and documentation to drive adoption and effectiveness.

What You'll Bring

  • Deep expertise in recruiting systems (ATS, CRM, interview platforms) and Learning Management Systems (LMS)
  • Strong experience in system configuration, architecture, and administration
  • Proven ability to design and implement integrations using APIs, middleware, and data pipelines
  • Experience leading system implementations and managing medium-to-large complexity technical initiatives
  • Strong understanding of data models, reporting, and system governance
  • Demonstrated ability to troubleshoot complex issues and perform root cause analysis
  • Experience leveraging automation to improve operational efficiency
  • AI fluency, including familiarity with AI/ML applications and AI-enabled features in recruiting and learning platforms
  • Ability to operate independently in ambiguous environments and translate business needs into technical solutions

The annual base salary range for this position for candidates located in the San Francisco Bay area is between:
$148,000$203,500 USD

Below is the annual base salary range for candidates located in California (excluding San Francisco Bay Area), Colorado, Illinois, New York and Washington. Your actual base salary will depend on factors such as your skills, qualifications, experience, and work location. In addition, Okta offers equity (where applicable), bonus, and benefits, including health, dental and vision insurance, 401(k), flexible spending account, and paid leave (including PTO and parental leave) in accordance with our applicable plans and policies. The annual base salary range for this position for candidates located in California (excluding San Francisco Bay Area), Colorado, Illinois, New York, and Washington is between:
$132,000$181,500 USD
