Job Description:
We are looking for a strong Senior Business Analyst with expertise in eliciting, documenting requirements, and leading DevSecOps teams. In this role, you will apply common best practices for the industry to the customer to create conceptual business models and identify relevant issues and considerations in developing application software. Develop requirements and documentation utilizing analysis tools and process flow design tools such as Visio, Mural or other similar tools. Complete requirements analysis, review and engage with stakeholders (government and other vendors), process flow designs, conduct JAD sessions, and write epics, user stories, bugs, and other JIRA artifacts according to project standards. This role is part of a collaborative and agile team that supports and builds modern, standards-based responsive web-application for mission-critical immigration-related IT solutions.
Basic Requirements:
- Ability to successfully obtain a U.S. Federal Position of Trust (Entry on Duty) clearance designation.
- Must reside in and be able to perform work in the United States.
- Must possess a bachelor’s degree with 5 years of experience or AA degree with 7 years of experience, or comparable level certification with more than 9 years of experience.
- 3 or more years of experience as a Business Analyst on large-scale enterprise applications.
- 4 or more years of experience with front and backend functional testing.
- Knowledge of test automation tools such as Playwright, Selenium, or Cypress.
- At least three (3) years working as a Business Analyst on all phases of the Agile software development lifecycle.
- Work with customers, users, and other contractors to gather, understand and document business, functional, technical & non-technical requirements.
- Conduct Joint Application Design (JAD) sessions, work group calls and engage customers to provide requirements and feedback.
- Conduct and participate in user research and usability testing.
- Coordinate with the development team to assess impact to technical solutions.
- Track and monitor contractual requirements against technical designs.
- Develop and sustain Requirements Traceability Matrix (RTM).
- Develop Change Requests per established policies and procedures.
- Develop user stories and requirement documents per Agile standards and guidance followed by the customer.
- Follow agile methodology (Scrum/Kanban) and deliver requirements/specifications for Sprint teams.
- Provide clear qualitative and quantitative information to teams and stakeholders.
- Work with development and testing teams to implement requirements as per functional specifications.
- Triage support requests submitted by end users and other entities to assign to the appropriate team to resolve reported production issues.
- Support change control processes established to monitor and control scope.
- Two (2) or more years of experience supporting Federal IT projects; other government contract project experience will be considered.
Additional Qualifications (Preferred):
- Experience conducting functional testing with data technologies, including SQL or similar query languages, relational databases (PostgreSQL, MySQL, AWS Aurora, or similar), and data formats such as XML and JSON.
- Strong understanding of software analysis and development methodologies, including functional, SOA, integration, and performance testing.
- Knowledge of AWS services such as EC2, EKS/ECS, RDS, S3, Lambda, Secrets Manager, and CloudWatch.
- Knowledge of source control and DevSecOps tooling, including Git/GitHub, GitHub Actions, Harness, Jenkins, ArgoCD, SonarQube, Checkmarx, Twistlock, and CI/CD pipeline implementation.
- Knowledge of containerization and orchestration technologies, including Docker and Kubernetes, in production environments.
- Knowledge of observability and monitoring platforms such as Splunk and New Relic.
- Knowledge of event-driven and message-based architectures using technologies such as Apache ActiveMQ and Apache Kafka.
- Experience working as a Business Analyst in an interdisciplinary team.
- Deep understanding of tools like JIRA and Scrum methodologies and industry standards/best practices.
- Experience working with AWS ecosystem (S3, EKS, RDS, Lambda) and related tools and technologies.
- Create and maintain a catalog of quality metrics for enterprise data, policy and program performance.
- Experience using Jira and Confluence.
- Demonstrated experience working, collaborating and communicating with software development teams, stakeholders, and vendors.
- Certified Scrum Master of any certification in Agile management is preferred.
- In-depth knowledge of USCIS systems, processes, applications, databases, and electronic submission protocols is highly desirable.
Responsibilities:
- Analyze, gather and document requirements in JIRA and Confluence.
- Manage 1 or more scrum teams (Kanban) to ensure that all development tickets (User stories, Bugs, Incidents) are resolved, completed, and accepted within 10 days.
- Support Program Management by providing and documenting inputs on various contract and program related deliverables.
- Participate and provide weekly status updates to government stakeholders.
- Ability to perform manual functional testing for both frontend and backend systems.
- Help lead and execute development teams across many concurrent implementation projects.
- Provide proposal writing for Business Analysis and project management related areas to support business development.
- Work as a Business Analyst with a team of 5–9 full-stack developers, fostering a culture of continuous learning, collaboration, accountability, and professional growth.
- Analyze complex business and technical challenges, evaluate impacts across interconnected systems, and develop scalable, user-centered solutions that align with enterprise business analysis objectives.
- Perform end-to-end business process analysis to identify gaps, convert them into opportunities and improvements that enhance system performance and user experience.
- Represent engineering teams in client engagements, technical demonstrations, design reviews, and stakeholder presentations.
Public Trust Clearance:
Many of our roles require the hired candidate to go through public trust clearance.
Work Location:
Headquartered in Arlington, VA, we also have a primary office in Baltimore, MD for those who prefer to work on-site. However, with employees spread across 40+ states, we have many remote roles.
