The Opportunity:
CACI is seeking an HCM Cloud Platform & DevOps Engineer to design, build, and operate the cloud infrastructure, CI/CD automation, and environment management framework supporting a major federal HCM modernization program. This program deploys Oracle Fusion Cloud HCM across multiple federal agencies and requires secure, reliable, high‑performance environments across DEV, TEST, STAGE, and PROD.
You will work within Oracle Cloud Infrastructure (OCI) in a FedRAMP Moderate+ boundary, build automated pipelines, maintain configuration baselines aligned to NIST SP 800‑128, and orchestrate quarterly Oracle cloud updates. Using tools such as Terraform, Jenkins, and Python, you will automate provisioning, environment replication, and disaster recovery operations. This role is ideal for engineers passionate about operating resilient and secure cloud platforms at federal scale.
Responsibilities:
Design, build, and maintain CI/CD pipelines supporting Oracle Fusion Cloud HCM configuration promotion across all environments using Jenkins, Terraform, and Python.
Administer Oracle Cloud Infrastructure (OCI) resources in FedRAMP Moderate+ environments including compute, networking, storage, and IAM configurations.
Establish and maintain configuration baselines aligned with NIST SP 800‑128, ensuring deployments are fully traceable and auditable.
Orchestrate quarterly Oracle SaaS updates across program environments, coordinating regression testing, impact analysis, and rollback procedures.
Implement disaster recovery (DR) and business continuity (BC) capabilities including automated failover, backup/restore processes, and DR testing cycles.
Monitor performance, capacity, and availability using OCI monitoring tools, and configure automated remediation workflows to meet uptime SLAs.
Apply infrastructure‑as‑code practices through Terraform for provisioning, configuration management, and replicating environments consistently.
Enforce FIPS 140‑3 encryption requirements for all platform components; coordinate with cybersecurity engineers on key management and certificate lifecycle.
Manage environment refresh cycles, data masking, and sandbox provisioning to support agency onboarding and parallel deployment workstreams.
Develop and maintain operational runbooks, architecture diagrams, and deployment procedures supporting both daily operations and ATO documentation.
Participate in SAFe Agile ceremonies, contributing to sprint planning, infrastructure automation, and technical debt remediation.
Serve as the technical authority for the platform domain, defining standards, best practices, and design direction across workstreams and Agile Release Trains.
Lead and mentor engineering and functional team members; foster innovation, influence cross‑functional decisions, and represent technical strategy to program leadership.
Qualifications:
Required:
Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required).
Bachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).
10+ years of experience in cloud platform engineering, DevOps engineering, or enterprise systems administration.
8+ years of hands‑on experience with OCI, AWS GovCloud, Azure Government, or comparable FedRAMP‑authorized cloud platforms.
Strong proficiency with CI/CD tools (Jenkins, GitLab CI, Azure DevOps) and experience automating build, test, and deployment workflows.
Hands‑on experience with Terraform or similar IaC tools for declarative cloud infrastructure management.
Proficiency in Python and/or Bash for automation, deployment orchestration, and monitoring.
Understanding of federal compliance requirements including FIPS 140‑3, NIST 800‑53, and FedRAMP control baselines.
Experience with configuration baselining, change control, and release management across multi‑environment enterprise deployments.
Desired:
11+ years of cloud platform or DevOps engineering experience, including work on large‑scale OCI or Oracle SaaS deployments.
Oracle Cloud Infrastructure Architect or Operations certification.
Experience managing Oracle Fusion Cloud HCM environments including quarterly updates, sandboxes, and refresh cycles.
Familiarity with NIST SP 800‑128 and federal configuration/change control boards.
Experience implementing DR/BC solutions including automated failover and RPO/RTO validation.
Knowledge of container orchestration and microservices (Kubernetes, Docker).
Experience supporting federal ATO/RMF processes and providing infrastructure artifacts (SSP, POA&M, scan results).
Experience with Oracle Cloud technologies such as OIC and OCI in HCM or ERP contexts.

The proposed salary range for this position is:
