Job Description

Serving public sector customers is an integral part of ServiceNow's business and future growth trajectory. ServiceNow is a leading provider of digital workflows for many federal, state, and local government agencies in the United States. To help these organizations successfully fulfill their missions and deliver better experiences to citizens and constituents, ServiceNow provides specialized cloud environments that meet and exceed the data and security regulations and policies of our government customers. These environments span ServiceNow-hosted regulated clouds, customer-managed and partner-operated deployments, and emerging sovereign offerings.

About the role

ServiceNow is seeking a Senior Product Manager to own strategy and execution across our U.S. Public Sector cloud platforms — a portfolio that includes our regulated ServiceNow-hosted environments (e.g., GCC and NSC), our self-hosted and partner-operated Private Stack deployments.

In this senior individual-contributor role you will define how the ServiceNow platform operates across isolated, customer-managed, and partner-hosted environments, setting cross-domain strategy and driving parity with our commercial cloud while meeting stringent compliance, security, and sovereignty requirements. You will shape the market point of view for regulated public sector, own multi-quarter strategy and roadmap, and directly influence the roadmap of the broader ServiceNow Platform to better serve this specialized segment of customers.

You will operate at the intersection of platform architecture, compliance, and go-to-market, leading multi-team and multi-VP programs and aligning engineering, security, GTM, legal, and partner ecosystems. Reporting into the Regulated Markets & Public Sector product organization, you will be a key member of a team that drives the growth of ServiceNow's public sector business.

Your product portfolio

  • Regulated ServiceNow-hosted clouds — Own strategy and roadmap for offerings (e.g., GCC, NSC) supporting U.S. federal, state, local, and other regulated public sector customers, aligned to frameworks such as FedRAMP, DoD IL4/IL5, CJIS, and FIPS.
  • Self-hosted / Private Stack (incl. Private Stack Pro) — Own strategy for customer-managed and partner-operated deployments, driving the containerized, scalable Private Stack Pro deployment model and the official Private Stack go-to-market.
  • Pro & sovereign offerings — Own roadmap, packaging, and GTM strategy for Pro hosted deployments and emerging sovereign asks, including new-market entry evaluation.
  • Partner & ecosystem model — Define how partners deliver ServiceNow as a regulated and sovereign platform, setting operating models, certification approaches, and GTM strategy.

What you get to do in this role

  • Own cross-domain product strategy and a multi-quarter roadmap across the U.S. public sector cloud portfolio, balancing parity, compliance-driven capabilities, and platform scalability across offerings.
  • Shape the market point of view for regulated public sector, anticipating parity blockers and validating federal, DoD, and SLED nuances (e.g., ATO, boundary, connectivity).
  • Define scalable compliance and security patterns (e.g., pre-authorization guardrails) with legal, compliance, OCISO, and security teams, anticipating NIST/TLS/CMMC deltas and de-risking early.
  • Partner with engineering to set architecture direction across deployment models (ServiceNow-hosted, customer-managed, partner-hosted, disconnected/air-gapped), containerization, and security, identity, and connectivity approaches.
  • Industrialize release patterns for regulated GA — planning SCR bundles, aligning QE/SRE gates, resolving cross-team blockers, and implementing operational metrics (lead time, change-fail rate).
  • Lead multi-team and multi-VP programs, influencing OCISO, legal, and infrastructure leadership to unblock delivery and align on strategy.
  • Design GTM motions with Legal and enable the field — positioning, FAQs, RFP responses, architecture guidance, and playbooks — to reduce sales friction across Private Stack, Pro, and sovereign offerings.
  • Own data-driven prioritization: balance capacity, cost, and revenue with scenario planning; tie investment to NNACV; and drive business cases and New Market Entry analysis tied to TAM and CACV.
  • Standardize specification and communication templates across the organization and set the documentation bar for regulated offerings; monitor competitive intelligence as an input into product strategy.

Qualifications

  • Experience in leveraging or critically thinking about how to integrate AI into work processes, decision-making, or problem-solving. This may include using AI-powered tools, automating workflows, analyzing AI-driven insights, or exploring AI's potential impact on the function or industry. 
  • 5+ years of B2B product management experience in platform or cloud infrastructure.
  • Experience with enterprise software, cloud architectures, or deployment platforms (familiarity with SaaS, PaaS, and IaaS models).
  • Proven ability to set strategy and lead cross-functional, multi-team initiatives in complex, ambiguous, and dynamic environments.
  • U.S. Citizenship and located within the United States.

Preferred qualifications

  • Deep knowledge of sovereign cloud / regulated environments and self-hosted or customer-managed deployments.
  • Familiarity with compliance frameworks such as FedRAMP, CJIS, IL4/IL5, NIST, and FIPS.
  • Experience with Kubernetes / containerization strategies and partner ecosystem models (MSP, sovereign operators).
  • Experience working with the U.S. federal government and broader public sector.
  • Strong executive communication and stakeholder-alignment skills, with a premium for precision and clarity of language.

For positions in this location, we offer a base pay of $143,200-$243,400, plus equity (when applicable), variable/incentive compensation and benefits. Sales positions generally offer a competitive On Target Earnings (OTE) incentive compensation structure. Please note that the base pay shown is a guideline, and individual total compensation will vary based on factors such as qualifications, skill level, competencies, and work location. We also offer health plans, including flexible spending accounts, a 401(k) Plan with company match, ESPP, matching donations, a flexible time away plan and family leave programs. Compensation is based on the geographic location in which the role is located and is subject to change based on work location.
