Leidos Health & Civil Sector is seeking a Senior Business Analyst to support a federal grants management program. This position serves as a key liaison between program teams and partner federal agencies, supporting partners onboarding, stakeholder engagement, operational readiness, business analysis, and ongoing relationship management activities.
The ideal candidate combines strong business analysis expertise with deep knowledge of federal grants management from the grantor (awarding agency) perspective. This individual will work closely with federal stakeholders, Product Owners, and technical teams to support the implementation and ongoing adoption of an enterprise grants management solution.
We are seeking a senior-level Business Analyst who understands how a federal agency administers grants, not how a recipient manages them. The successful candidate will have hands-on experience supporting the entire grants lifecycle from the federal awarding agency perspective, coupled with outstanding communication, stakeholder engagement, and business analysis skills.
Candidates must:Be a U.S. Citizen or Green Card Holder with the ability to obtain and maintain an HHS Public Trust clearance.
Have resided within the United States for the past three consecutive years.
Have direct federal grants management experience from the grantor/awarding agency side.
Demonstrate knowledge and experience of the full federal grants lifecycle, including pre-award, award, post-award administration, monitoring, compliance, amendments, and closeout.
Experience limited to grant recipient (grantee) organizations does not meet this requirement.
Serve as the primary point of contact for assigned federal partner agencies during onboarding and ongoing engagement.
Build strong relationships with partner agencies, business stakeholders, and technical teams.
Gather, analyze, document, and manage business requirements using Agile methodologies.
Facilitate partner onboarding, implementation discussions, operational readiness reviews, and stakeholder meetings.
Present system functionality to executive, business, and technical audiences, tailoring demonstrations to meet customer needs.
Prepare executive briefings, status reports, and stakeholder communications.
Coordinate activities across business and technical teams to ensure alignment on priorities, timelines, and dependencies.
Track onboarding milestones, risks, action items, and issue resolution.
Identify operational risks, recommend solutions, and escalate issues when appropriate.
Collaborate with Product Owners and delivery teams to support planning, road mapping, and continuous improvement.
Bachelor's degree and 8+ years of experience as a Business Analyst, Systems Analyst, or related role.
Minimum of 2 years in a Senior, Lead, or equivalent leadership capacity.
Demonstrated experience supporting federal grants management programs from the awarding agency perspective.
Direct experience supporting the NIH grants management system or a comparable federal grants management platform.
Minimum of 3 years of experience documenting and managing business requirements in an Agile environment.
Experience eliciting requirements through interviews, workshops, and stakeholder engagement.
Experience preparing executive-level briefings and presentations.
Experience serving as the primary liaison for external stakeholders or partner organizations.
Excellent written, verbal, presentation, and facilitation skills.
Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
Experience supporting NIH, HHS, or other federal civilian agencies.
Knowledge of 2 CFR 200 (Uniform Guidance) and federal grants regulations.
Experience with enterprise grants management systems or federal shared-service platforms.
CBAP, PMI-PBA, Scrum, or SAFe certification.
