Job Summary
The Senior Pricing Analyst will be responsible for leading the preparation of cost proposals and all accompanying financial and required documentation in support of bids and proposals. The Sr. Pricing Analyst will oversee all aspects of the Price Volume, generating cost schedules and contractual elements in the development of proposals. This role is responsible for developing and providing guidance on cost strategies for proposals ranging in size from tens of millions to multi-billion-dollar contracts.
The Sr. Pricing Analyst is expected to ensure that cost proposals clearly convey win themes, meet customer requirements, and deliver competitive pricing as determined during strategic management reviews. This role will also continually improve cost proposal processes and administer quality control reviews for other analysts. A capable candidate will possess expertise in interpreting solicitations and applying applicable government regulations, including FAR, DFARS, DLA SCA, and other relevant statutes. They will interact primarily with Capture Managers and Capture Team members, as well as other Business Unit and Leadership Team personnel. This position will report to the Pricing Manager, R&S New Business Pursuits.
Although KBR is headquartered in Houston, this role has flexibility to be based near any of our US office locations. Position may require occasional travel in support of proposals, meetings, training, or other events.
Roles and Responsibilities
The Sr. Pricing Analyst will be responsible for owning the entire cost volume from start to finish, coordinating with functional units such as Contracts, Procurement, and Business Development. This includes driving the the development of pricing strategy based on the solicitation and technical approach, as well as leading the collection of all inputs required to develop a compliant, competitive, and successful cost volume. Specific responsibilities will include, but are not limited to the following:
Perform a detailed review of the solicitation, develop questions for submission to the customer, and ensure information is clear on the requirements of the cost volume.
Provide cost & pricing support on a full range of proposals to include both domestic and overseas opportunities.
Review data obtained and develop pricing model(s) for large proposal(s) with no supervision.
Provide leadership and direction while coordinating and directing other members of the pricing staff on complex proposals.
Establish and coordinate schedules, analyzing solicitation(s) and contract requirements, special provisions, terms and conditions, representations and certifications to ensure compliance with solicitation requirements, corporate policies, and practices.
Perform “back of the envelope” and price -to-win analysis to inform recruitment strategy and other technical decisions.
Ensure cost proposals meet profitability rates and targets set by the organization.
Facilitate accuracy and consistency in how budget data is compiled and presented.
Utilize and maintain cost models, pricing models, narratives, schedules, and technical elements in accordance with solicitation specifications.
Determine anticipated direct costs and indirect rates for a variety of proposal types to comply with bid requirements and costing standards.
Work independently while interacting with Capture Managers, Cost Volume Leads, functional teams, and leadership.
Prepare color team review slide information and present cost strategy to executive management.
Actively participates in all proposal color team reviews (Pink, Red, Gold), Post Proposal, and Post Award reviews.
Collect inputs from global supply chain management team on partners and budget reviews to integrate into the cost volume. Ensure that all required partner documentation is complete and documented therein.
Review draft and final award documents for consistency of financial and costing data with cost proposals.
Assess financial implications of teaming, staffing, and procurement decisions for bids and post-award implementation.
Perform final quality check with business development teams prior to proposal submission.
Demonstrate the ability to meet hard deadlines and work effectively across all levels of the organization.
Basic Qualifications
Bachelor’s degree and five (5) or more years of direct US Government pricing experience.
Outstanding organizational, written, and oral communication skills.
Strong analytical skills and business acumen to develop sound financial analysis and strategic pricing recommendations.
Ability to work independently as well as in a team environment characterized by changing deadlines, inquiries, and related pressures to accomplish short-suspense deliverables.
Ability to handle multiple assignments at one time.
Recent history of preparing proposals for U.S. Government customers.
Good working knowledge of FAR, DFARS and CAS regulations / compliance.
Cost/Price proposal narrative writing and subsequent experience providing comprehensive responses to pricing evaluation notices, final proposal revisions, etc.
Attention to detail and demonstrated ability to think strategically in a fast-paced team environment.
Excellent mathematical skills.
Experience with CPFF, CPAF, T&M, FFP, and FPLOE contract types.
Preferred Qualifications
Experience developing strategic pricing analysis, customer assessments, competitive intelligence, and presenting pricing strategy recommendations to senior leadership.
Experience developing pricing proposals that include direct hire as well as subcontracted staffing comprised of CONUS and OCONUS labor, union labor, third-country nationals, and local nationals.
Experience collaborating with Legal, Tax, and Human Resources teams to ensure price proposals are fully compliant with local labor laws and applicable taxes.
Prior audit / compliance experience as applied to the principles, methods, and practices of cost estimating.
Experience Pricing OCONUS Base Operations Support Services and Logistics proposals.
