Northrop Grumman Mission Systems Multidomain Sensing, Targeting and Survivability Division has an opening for a Sr. Principal Proposal Analyst to join our team of qualified, diverse individuals! This position will be located on site in the Rolling Meadows, Illinois Win Center. The selected candidate will work closely with the Win Center Leadership to meet the goals and objectives of the MSTS organization.

Proposal support includes sector and division priority wins, along with support to other proposals in division and business units.

Responsibilities include, but are not limited to:

  • With Capture Manager, develop win strategy and transition it to actionable proposal plan and approach

  • Leading and managing complex proposals in response to RFIs, RFPs, and BAAs from DoD, other U.S. Government agencies, international and commercial customers.

  • Providing pre-proposal planning support to the Capture Manager, including RFP shaping, strategy, and development of capture related products.

  • Working with the Capture Manager and core team to develop win themes, messages, discriminators, and key features of our offering.

  • Articulating and enforcing proposal roles and responsibilities for all members responsibilities for all members of the proposal team.

  • Maintaining virtual and physical work space for proposal execution and ensures configuration control of proposal documents.

  • Defining all RFP required proposal deliverables and ensures 100% compliance with solicitation documents.

  • Developing and executing the Proposal Development Plan, including schedule.

  • With the Capture Manager, preparing for and leading the proposal kick-off meeting.

  • Preparing for and leading proposal stand-ups and status meetings.

  • Managing schedule, work progress and proposal risk.

  • Scheduling and overseeing proposal reviews - first draft, red team, final draft.

  • Reviewing proposal content for compliance with solicitation instructions, clarity, accuracy, and consistency across volumes.

  • Finalizing proposal documents for delivery.

  • Developing and implementing a plan for post-submittal customer questions and response phase.

Basic Qualifications for Staff Proposal Analyst:

  • Bachelor’s degree with 10 years of experience in Pricing & Estimating, Proposal Management, Business Management, Subcontracts, and/or Contract Management, or a Master's degree with 8 years of stated experience

  • Demonstrated ability to develop a winning capture strategy and execute it

  • Highly organized, detail oriented and self-motivated with demonstrated abilities to prioritize work and meet tight deadlines.

  • Team player with strong interpersonal, written, and verbal communication skills; ability to present concepts and recommendations to all levels within the organization.

  • Demonstrated ability to think analytically, solve problems and convert complex data to actionable information.

  • Detail oriented, but able to understand and communicate the big picture.

  • Proficiency in Microsoft Office (Excel, PowerPoint, Word)

  • Ability to obtain a DoD secret clearance.

Preferred Qualifications:

  • DoD contracting experience (e.g. FAR and DFARS government regulations)

  • Knowledge and understanding of labor/material estimating, proposal analysis, and proposal adequacy as prescribed in DFARS

  • Proficient in Salesforce, SAP, Cognos, Jira and Tableau

Primary Level Salary Range: $112,200.00 - $168,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
