This role is part of the D&S Defense Engines commercial organization, with a primary location in Lynn, MA and additional presence in Evendale, OH. The Defense Engines team supports U.S. and international customers with propulsion solutions across their platforms, driving growth, competitiveness, and execution excellence in highly regulated and mission-critical environments.
Role Overview
The Sr Proposal Manager – Defense Engines is responsible for leading the end-to-end proposal development process for complex opportunities, from RFP release through post-submission, including deals requiring D&S CEO and GE Aerospace-level approvals. In this role, you will assess customer requirements, evaluate commercial risk, shape deal strategy, and support the deal team through negotiation and customer decision.
You will leverage a blend of project management skills, technical acumen, contractual and financial awareness, and program management proficiency to ensure proposals are compliant, competitive, and aligned with both customer objectives and business goals. The role is critical for securing new business, protecting existing positions, and supporting continuous improvement across proposal processes and KPIs, including the effective use of FLIGHT DECK tools and fundamentals.
Key Responsibilities
- End-to-end proposal ownership – Manage the proposal development process from RFP release through post-submission phases and lifecycle for assigned deals, including those requiring D&S CEO and Aerospace-level approvals.
- Proposal planning and execution – Own and execute a portfolio of proposals that adhere to defined policies and procedures, ensuring on-time, compliant, and high-quality submissions to customers.
- Requirements analysis and structure – Conduct comprehensive analysis of RFP requirements; develop compliant proposal outlines, content plans, and schedules for assigned proposals.
- Team leadership and coordination – Assign tasks to proposal team members, monitor progress via action planning, and provide guidance to ensure adherence to proposal schedules and customer and business requirements.
- Cross-functional collaboration – Partner with engineering, finance, legal, programs, and other functions through collaboration, Daily Management, and process improvement discussions to gather inputs and execute FLIGHT DECK fundamentals.
- Strategy and growth alignment – Contribute to the development of proposal strategy, ensuring linkage to product line priorities and overall Defense Engines growth objectives.
- Continuous improvement and standard work – Support continuous improvement initiatives through creation and updates of Detailed Job Instructions (DJIs), templates, and process documentation to drive consistency and quality.
- Daily proposal management – Participate in and, as needed, facilitate daily proposal management standups to drive execution, remove roadblocks, and maintain schedule fidelity.
- Policy compliance and deal governance – Direct proposal teams on compliance with applicable deal policies and procedures; assist with and facilitate deal review meetings, as required.
- KPI and process performance – Contribute to KPI management and process adherence, using data to identify improvement opportunities and support disciplined execution.
Required Qualifications
- Bachelor’s Degree from an accredited university or college
- Minimum of 4 years of experience in Program/Project Management, Risk Management, Customer Account Management, or Contract Management within the aerospace industry or a similar industry
Desired Characteristics
- Excellent written and verbal communication skills, with the ability to convey complex ideas and information to diverse audiences
- Strong organizational skills with meticulous attention to detail and the ability to manage multiple priorities and deadlines in a fast-paced environment
- Aircraft engine product knowledge and familiarity with defense customer environments
- Strong knowledge of Salesforce, Oracle, and International Trade Controls
- Demonstrated commercial judgment and experience working within formal deal governance frameworks
- Experience with continuous improvement, standard work, and FLIGHT DECK or similar lean operating systems
Additional Information
The base pay range for this position is 119,000.00-182,950. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position may be eligible for an annual discretionary bonus based on a percentage of base salary.
