Job Description

This position exists to assist businesses and organizations in meeting the need for a skilled workforce through employee and organizational development.  

In addition to business development, this position coordinates program development, structured training courses consultation, assessment and evaluation services; secures and administers multiple contracts and projects to deliver education and training; provides project management for grants; markets South Central College (SCC) Customized Workforce Education (CWE) training and consulting services; and liaises with local, state and federal departments/agencies and business/industry associations. 


1. Sell, secure, and promote multiple contracts and projects to deliver education and training, development, consulting, and other services.  

  • Generate customer-driven and product-driven sales. 
  • Prospect for new clients utilizing existing relationships or identifying potential new markets. 
  • Solicit sales by networking with community organizations, employers, industry partners, and economic development organizations. 
  • Identify and maintain a key customer list utilizing a customer relationship management (CRM) tool. 
  • Utilize marketing strategies such as email, social media, and digital campaigns to increase enrollment and engagement with training programs. 
  • Ensure all marketing materials are updated and effective including but not limited to, course descriptions in the LMS (Learning Management System) software, grant and contract training related websites, and print materials. 
  • Price, sell and negotiate training costs to deliver training programs in a competitive and profit-driven environment. 
  • Promote education and training programs offered through Customized Workforce Education, South Central College, and Minnesota State. 

2. Develop, coordinate, and manage contract and grant training programs and consultation services.  

  • Assess workforce trends and skill gaps across the region to identify high-demand training needs. 
  • Explore new opportunities for program development and determine financial viability and enrollment potential. 
  • Develop training programs aligned with industry trends and needs. 
  • Collaborate with faculty, governing agencies, and other relevant constituents to ensure the educational integrity and overall quality of training programs.  
  • Schedule instructors to teach training programs. 
  • Oversee program logistics and delegate operational tasks to the appropriate team members for efficient implementation. 
  • Evaluate participant satisfaction with the course content and instruction. 
  • Monitor program effectiveness and make data-informed decisions for future offerings. 
  • Analyze data reports to ensure profitability and progress toward training program goals. 
  • Leverage CRM (Customer Relationship Management) software to plan and document course details, monitor revenue, assign tasks, and manage contacts.  
  • Utilize LMS software for curriculum management, course promotion, student data collection, and reporting. 
  • Ensure that the training programs that lead to an industry certification or credential are properly documented resulting in eligibility for state and federal funding. 
  • Ensure alignment of contract training with credit programming competencies to ensure the ability to create non-credit-to-credit pathways as it aligns with workforce needs. 
  • Serve as a project manager for approved grants including conducting a needs assessment, coordinating the grant writing process, liaising between stakeholders, managing grant reporting, and coordinating all related training.  
  • Coordinate with CWE operations staff and SCC grants department to ensure grant requirements are met and appropriate documentation is collected, reviewed, submitted and maintained in compliance with reporting and audit requirements and timelines. 

3. Recruit, hire, onboard, and manage contract training instructional staff. 

  • Work with CWE Director to proactively recruit, interview, and hire qualified adjunct and contract instructors to meet program needs. 
  • Negotiate equitable and sustainable compensation in alignment with budgetary guidelines and market standards. 
  • Ensure instructors adhere to institutional policies and operate in alignment with SCC’s mission, vision, and values. 
  • Review and approve course curricula to ensure relevance, quality, and compliance with program standards. 
  • Coordinate instructor course schedules and provide clear direction regarding instructional responsibilities. 
  • Deliver comprehensive onboarding and ongoing support, including course details, logistics, expectations, and relevant updates. 
  • Foster instructor engagement and retention by cultivating positive relationships, recognizing contributions, and maintaining consistent, open lines of communication. 
  • Communicate regularly with instructors to address questions, share updates, and ensure alignment with program goals. 
  • Approve instructor pay details and ensure timely and accurate processing of timesheets. 
  • Develop and implement an effective instructor evaluation plan that includes feedback from course surveys and other performance indicators. 
  • Provide constructive feedback based on evaluation outcomes and student feedback. 

 

4. Manage program resources. 

  • Develop and monitor program budgets including staffing, staff development, equipment, supplies and travel.  
  • Maintain program inventories. 
  • Plan, secure and monitor financial resources, including receipts, grants, income contracts and State and Minnesota State allocations. 
  • Review and approve professional/technical contracts, customized training income contracts, payroll/travel vouchers and grant reports. 
  • Actively seek funding from outside sources. Identify Federal, State and Private grants to enhance program capacity; write/coordinate grant proposals. 
  • Coordinate and manage grant funds and assigned grant projects. Review and reconcile financial records monthly. 

5. Cultivate strategic partnerships and represent the college to advance workforce development and professional engagement 

  • Stay informed on regional training needs and workforce development priorities, through active participation in regional, state, and national professional associations. 
  • Cultivate and sustain collaborative relationships with local businesses, community-based organizations, workforce centers, educational institutions, and economic development agencies to expand access to educational opportunities. 
  • Represent the college at community events, conferences, and professional gatherings to share expertise and foster partnerships. 
  • Develop and maintain networks of instructors, subject matter experts, businesses, and community partners to support high-quality, responsive programming. 
  • Prepare narrative and statistical data on successful projects and the impact of training and consulting on business. 

6. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner. 

  • Adhere to all institutional and divisional guidelines, policies, procedures and business ethics codes.

Minimum Qualifications

  • Three (3) years relevant professional experience in marketing, sales, training coordination, or project/grant management or a combination of education and professional experience. An associate degree substitutes for 6 months of experience, a bachelor’s degree for 12 months, and a master’s degree for 18 months in a business or communications related field.
  • Experience managing programs or projects, including planning, execution, and evaluation.
  • Experience managing budgets with a focus on cost recovery and profitability.
  • Strong communication and interpersonal skills, including oral, written, and presentation abilities.
  • Proficiency with common business technologies, such as Microsoft Office Suite and Zoom.
  • Ability to work independently and collaboratively, problem-solve, manage multiple priorities, and meet deadlines.

Preferred Qualification 

  • Five (5) years relevant professional experience in marketing, sales, training coordination, or project/grant management or a combination of education and professional experience. An associate’s degree substitutes for 6 months of experience, a bachelor’s degree for 12 months, and a master’s degree for 18 months in a business or communications related field.
  • Experience coordinating educational or training programs, including responsibilities such as scheduling, instructor support, or curriculum review.
  • Familiarity with contract training, workforce development, or adult learning principles.
  • Experience providing work direction and overseeing staff, instructors, or consultants.
  • Success in building and sustaining partnerships with internal teams, industry partners, community organizations, economic development organizations, or other external stakeholders.
  • Experience managing Minnesota Job Skills Partnership (MJSP) grants and/or other grant
