The Value, Lending & Commerce (VLC) line of business is focused on delivering industry-leading value propositions, unsecured lending products, and commerce-driven experiences to Citi’s customers.

The SVP, Value, Lending & Commerce Tech Book of Work and Funding Management is a critical leadership role responsible for the operational management, delivery oversight, and financial governance of a significant annual technology portfolio. This individual provides sole operational oversight over multi-million-dollar technology investments across the entire Value, Lending & Commerce product portfolio, spearheading annual and multi-year investment prioritization (including active ownership of the multi-year Technology Investment Planning Cycle), driving capital efficiency and redeployment, aligning technology roadmaps with Go-to-Market (GTM) enablement, and leading senior executive governance routines and extended leadership forums. The ideal candidate will possess exceptional financial acumen, technology portfolio delivery expertise, and the ability to influence and collaborate across a highly matrixed organization spanning Product Management, Technology, Finance, PMO, and Governance & Customer Experience (GCX).

Key Responsibilities

1. Financial Governance & Technology Budget Management

  • Operational Budget Oversight: Provide end-to-end operational oversight over the technology investment portfolio across Value, Lending & Commerce.
  • Forecasting & Variance Management: Oversee rigorous monthly re-forecasting cycles ensuring forecast variance to actuals is minimized and within target thresholds.
  • Cost Variance Identification & Corrective Actions: Proactively identify and flag initiatives with cost variance and develop and document sustainable corrective action plans.

2. Multi-Year Investment Planning & Prioritization

  • Annual & Multi-Year Planning Ownership: Own the end-to-end process for the development, prioritization, and executive approval of the annual and multi-year Technology Investment Portfolio ensuring enterprise planning deadlines are consistently met.
  • Cross-Functional Prioritization Routines: Lead recurring governance routines for review, prioritization, and escalation across Product Owners, Finance, Technology, PMO, and COO partners across the entire VLC portfolio.
  • Risk & Funding Allocation Protection: Safeguard against late or misaligned budget submissions, preventing compromised multi-year prioritization or forfeiture of strategic funding allocations.

3. Capital Efficiency, Fund Utilization & Redeployment

  • Budget Optimization: Drive full-year budget utilization across all VLC technology investment streams.
  • Proactive Underrun Routing: Proactively identify project underruns and route viable replacement or incremental high-value initiatives into the active book of work.

4. In-Flight Portfolio Delivery Oversight

  • Continuous Delivery Tracking: Maintain continuous delivery tracking across all in-flight technology initiatives.
  • Delivery Risk & Bottleneck Mitigation: Proactively identify delivery risks, dependency misalignments, and operational bottlenecks across technology workstreams to protect on-time milestone execution.

5. Go-to-Market (GTM) Alignment & Enablement

  • Commercialization Bridge: Serve as the vital operational bridge synchronizing approved technology development calendars with New Activity Go-to-Market (GTM) enablement and commercialization plans.
  • Pipeline Transition Governance: Partner with team's GTM enablement leads to ensure 100% of approved projects are transitioned and logged into the GTM pipeline.
  • Activity Sequencing: Ensure GTM enablement activities are sequenced and prioritized in alignment with each project's planned release timing.

6. Senior Executive Governance & Management Routines

  • Executive Leadership Forums: Direct end-to-end logistics, narrative framing, and material preparation for recurring senior leadership and executive forums.
