Role Mission

Hippocratic AI is establishing its first Public Sector practice, with initial focus on the Department of Veterans Affairs (both the Veterans Health Administration and the Veterans Benefits Administration) and HHS OpDivs, including NIH, FDA, CMS, and the Indian Health Service. This is a foundational hire into a newly created vertical — not an established capture organization with existing infrastructure, playbooks, or federal past performance to lean on.

The VP, Government Partnerships will serve as the primary operational and strategic partner to the Chief Growth Officer, Public Sector, and will need to operate across the full growth lifecycle rather than a single specialized lane: business development and relationship-building with government stakeholders and prime contractor/aggregator partners, capture strategy and opportunity qualification, proposal content development, and the ongoing account management required to sustain both government and partner relationships over time. This role is intentionally broad in scope, reflecting the reality of standing up a new vertical with limited dedicated headcount in its first year.

What You Will Accomplish

Own Your First Major Outcome: By Day 90, you will have gained a strong understanding of HAI’s offerings, our differentiated value proposition, and how to best position us for award and implementation in the federal space. You will have assisted in the identification of target opportunities and will be actively supporting those opportunities toward the goal of client mission support and revenue attainment. Additionally, you will have supported the necessary internal infrastructure and policy actions to properly align HAI for federal business.

Drive Lasting Impact: At 12 months, you have supported and/or owned creating lasting relationships with key client and partner stakeholders and have successfully responded to several live acquisitions, winning referenceable work as either a prime or substantial teaming partner. You’ve helped create a forecastable pipeline and the necessary infrastructure to effectively and efficiently pursue both federal- and state-level contracts. The CGO is able to reliably delegate aspects of capture execution, partner relationship management, and proposal development — the operational core of the function running with real independence

Location Requirement: Ideally, this position is located within easy commuting distance to key federal health clients in the DMV area.

Key Responsibilities

Business Development & Relationship Management

  • Build and sustain relationships with government stakeholders across VHA (VA OI&T, VHA Digital Health Office, VHA Innovation Ecosystem, VHA clinical and strategy offices) and VBA (benefits administration modernization, digital services, claims processing offices), as well as HHS OpDivs including NIH (Institute-level program offices), FDA, CMS, and Indian Health Service

  • Recognize and account for the distinct missions and buyer profiles across the portfolio, including budget cycle, and procurement posture; tailor positioning accordingly rather than applying a single generic pitch, consistently anchoring each conversation in Hippocratic AI's key differentiators (safety-focused, nurse-validated voice AI built for direct patient/beneficiary interaction, not adapted from a general-purpose model) and a clear, quantifiable ROI/value-proposition narrative suited to that specific buyer's mission and budget pressures

  • Cultivate and manage relationships with prime contractors and channel partners, particularly SDVOSB primes positioned on VA vehicles (T4NG2, SPRUCE, VECTOR) and GSA MAS/OASIS+ holders and software aggregators (e.g., Carahsoft) relevant to HHS, given that near-term market access runs primarily through subcontracting and reseller relationships rather than direct Prime engagements

  • Represent Hippocratic AI at relevant industry events, conferences, and agency industry days; manage structured follow-up rather than relying on unplanned floor conversations

Capture Management

  • Own opportunity identification, qualification, and capture strategy development for pursuits across the VA and HHS portfolio, in partnership with the CGO on go/no-go decisions

  • Build and maintain a disciplined pipeline covering RFIs, Sources Sought notices, challenge.gov/AI Tech Sprint-style competitions, and teaming-based subcontract opportunities

  • Develop win strategy, teaming structure, and pricing approach for priority pursuits, working closely with technical and product stakeholders to translate Hippocratic AI's capabilities into a credible, differentiated value proposition for each specific buyer

Proposal Development

  • Draft and contribute to proposal content, capability statements, white papers, and past-performance narratives — translating Hippocratic AI's commercial healthcare deployment experience into language that maps to federal evaluation criteria

  • Support compliance-matrix development and coordinate technical, security, and pricing inputs under proposal deadlines

  • Build and maintain a reusable content library (boilerplate, resumes, case studies, graphics) to reduce proposal-development time as pipeline volume grows

Account & Program Management

  • Coordinate across internal stakeholders (Legal, Security/Compliance, Product/Engineering, Finance) to keep foundational GovCon workstreams on track and flag risks or blockers proactively

  • Manage ongoing partner/account relationships post-agreement — this is not solely a "close and move on" role; sustained relationship management with both government stakeholders and channel partners is core to the position

Market Intelligence

  • Track relevant contract vehicles, solicitations, competitor activity, and policy developments affecting the VA and HHS health IT and AI landscape, and translate them into actionable recommendations for the CGO

  • Contribute to and maintain competitive positioning materials and battle cards specific to each portfolio agency

Required Qualifications

  • 10+ years of experience in federal business development, capture management, proposal management, or account management, with direct, substantive exposure to VA and/or HHS

  • Demonstrated ability to build and sustain relationships with both government stakeholders and prime contractor/channel partners

  • Strong written communication skills, with direct experience drafting proposal content, capability statements, or executive-level relationship and positioning materials

  • Demonstrated comfort operating across the full BD-to-close lifecycle rather than a single specialized function — this role will require moving between a capture strategy conversation, a compliance matrix, and a partner relationship check-in within the same week, often the same day

  • Highly organized and self-directed, with the ability to operate with minimal oversight in a small, fast-moving team building a new function from the ground up.

  • BA or BS Required

Preferred Qualifications

  • Existing relationships within VHA and/or VBA leadership or program offices, and/or within NIH, FDA, CMS, or Indian Health Service

  • Experience capturing or managing subcontract relationships under SDVOSB-held or GSA MAS/GWAC-held prime contracts, including familiarity with VA's statutory "Rule of Two" dynamics and the practical effect of FAR 52.219-14 subcontracting-limitation rules on non-similarly-situated subcontractors

  • Familiarity with SBIR/STTR programs, including Phase III sole-source award mechanics, as a potential pathway to federal revenue for an innovative technology company

  • Prior experience with a first-time federal entrant or a company building GovCon infrastructure from scratch, rather than only operating within an already-mature capture organization

  • Healthcare, health IT, or benefits-administration domain experience

  • Familiarity with commercial-item/firm-fixed-price federal contracting structures (as distinct from cost-reimbursement or T&M)
