The Company

PayPal has been revolutionizing commerce globally for more than 25 years. Creating innovative experiences that make moving money, selling, and shopping simple, personalized, and secure, PayPal empowers consumers and businesses in approximately 200 markets to join and thrive in the global economy.

We operate a global, two-sided network at scale that connects hundreds of millions of merchants and consumers. We help merchants and consumers connect, transact, and complete payments, whether they are online or in person. PayPal is more than a connection to third-party payment networks. We provide proprietary payment solutions accepted by merchants that enable the completion of payments on our platform on behalf of our customers.

We offer our customers the flexibility to use their accounts to purchase and receive payments for goods and services, as well as the ability to transfer and withdraw funds. We enable consumers to exchange funds more safely with merchants using a variety of funding sources, which may include a bank account, a PayPal or Venmo account balance, PayPal and Venmo branded credit products, a credit card, a debit card, certain cryptocurrencies, or other stored value products such as gift cards, and eligible credit card rewards.  Our PayPal, Venmo, and Xoom products also make it safer and simpler for friends and family to transfer funds to each other. We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Our beliefs are the foundation for how we conduct business every day.  We live each day guided by our core values of Inclusion, Innovation, Collaboration, and Wellness. Together, our values ensure that we work together as one global team with our customers at the center of everything we do – and they push us to ensure we take care of ourselves, each other, and our communities.

At PayPal, real-time decisioning powers customer protection and global commerce. We’re looking for a Program Manager to drive execution across a portfolio of risk strategies and the next-generation Risk Decisioning Platform. You’ll partner with risk strategy leaders, data science, modeling, and engineering to turn the roadmap into delivered, measurable outcomes: loss reduction, approval rates, and customer experience.

Near term, you’ll lead the program to move strategies off legacy systems and ramp them to full production. Beyond that, you’ll orchestrate the launch of new strategies and build the delivery mechanisms, including experimentation and automation, that keep them improving. You bring deep technical fluency, the discipline to land complex, cross-functional programs.

What you’ll do

  • Own end-to-end program delivery. Translate the product roadmap into an integrated plan covering rules, models, data pipelines, platform capabilities, and customer treatments, with clear milestones, owners, and dependencies.
  • Lead the legacy migration. Plan and run the move of risk strategies from legacy systems to the Risk Decisioning Platform, including parity validation, shadow and champion/challenger testing, cutover planning, and ramp to full production.
  • Drive new strategy launches. Establish repeatable launch processes from design through production readiness, including readiness reviews, rollout gating, monitoring, and rollback plans.
  • Coordinate across teams. Align data science, modeling, engineering, platform, risk operations, and strategy teams on scope, sequencing, and trade-offs, and resolve cross-team blockers early.
  • Manage technical dependencies and risk. Surface and mitigate risks across data availability, model readiness, platform capacity, and infrastructure. Make dependency maps and critical paths visible.
  • Enable experimentation and automation. Partner with engineering and data science to build the tooling, processes, and cadence that make testing, deployment, and strategy optimization faster and safer.
  • Track and report performance. Establish program metrics and dashboards covering delivery health, strategy performance, and captured savings. Report status, risks, and decisions to stakeholders.
  • Represent the program in governance. Present in program, product, and steering committee reviews, driving decisions and escalating where needed.
  • Improve how we work. Introduce lightweight, scalable program management practices, documentation standards, and post-launch retrospectives.

What you bring

  • 7+ years of program or technical program management experience delivering complex, cross-functional technical programs
  • Strong technical fluency in data pipelines, model deployment, APIs, and distributed systems, enough to engage credibly with engineers and data scientists
  • Proven experience leading large-scale migrations or platform transitions, including cutover and ramp planning
  • Excellent planning, prioritization, and risk management skills, with a record of delivering on time in ambiguous, fast-moving environments
  • Outstanding written and verbal communication, including the ability to brief executives and steering committees
  • Comfort working with data: you define metrics, read dashboards, and use them to steer the program
  • Bachelor’s degree in a technical or quantitative field, or equivalent experience

Nice to have

  • Hands-on background in engineering, data science, or risk analytics
  • Experience with real-time decisioning or rules-engine platforms
