STV’s Chicago Transportation team is looking for an experienced and highly skilled Transportation/Highway Senior Project Manager experience to oversee and manage key transportation projects.

The STV CM practice is growing while delivering high-profile, complex, and dynamic projects for key clients across the region. The Senior Project Manager will help foster the CM practice growth, enhance client relationships, and will drive critical business development strategies for large-scale project pursuits.

The ideal candidate will bring over 10 years of experience in construction management and inspection of transportation projects, with a strong background in working with the Illinois Tollway and IDOT and a bring a deep understanding of client requirements. This role calls for a detail-oriented leader with technical expertise and a proven ability to manage field staff and deliver quality projects on time and within budget.

As a Senior Project Manager, you will:
  • Lead and supervise construction management teams, ensuring effective project execution and budget monitoring.
  • Review and assess the construction schedule, chair job-related meetings, and work closely with contractors to ensure contract compliance.
  • Serve as the Owner’s on-site representative, coordinating with contractors to oversee quality, schedule, and cost control, ensuring adherence to the project’s contractual obligations.
  • Provide critical recommendations to the Design Engineer and Owner on contractor requests and facilitate a smooth communication process between all stakeholders.
  • Ensure that all work complies with federal and state laws, policies, procedures, and standards.
  • Work independently, setting your own work plan and priorities to meet project objectives, with minimal supervision.
  • Allocate CM resources by scheduling and monitoring staffing requirements against project performance and budget.
  • Be responsible for financial performance including project budgets, expenditures, and identifying opportunities to optimize costs and improve profitability.
  • Mentor and train CM staff using industry best practices, assess professional certification requirements, and be responsible for technology implementation for improved project performance related to both construction field services and client deliverables.
  • Lead strategic pursuits and identify teaming agreements that result in key project wins.
Key Responsibilities
  • Growth and mentorship for the CM practice staff, expanding STV’s client base and evolving our staff capabilities to improve project delivery.
  • Responsible for contract administration, including budgeting, invoicing reviews and approvals, in addition to staffing and financial reporting.
  • Ensure completion of work within budget, meeting client requirements and adhering to STV policies.
  • Review change orders, extra work orders, and final estimates prior to submittal, ensuring accuracy and completeness.
  • Analyze and resolve contract disputes, design/field issues, and differences between contractors and inspectors.
  • Oversee the project team to ensure contractor work conforms to contract documents and specifications.
  • Oversee on-site inspections, material testing, and field measurements to support monthly and final estimates.
  • Oversee construction and audit records, ensuring compliance with all regulations.
  • Monitor project progress versus planned schedules, report trends and variances, and ensure timely project completion.
  • Oversee contractor compliance with plans, specifications, and quality standards, resolving any issues to maintain project alignment.
Required Experience
  • Minimum of 10 years of relevant Resident Engineering / Construction Manager / Project Manager experience with infrastructure construction projects bachelor’s degree in engineering is required.
  • Professional Engineer (PE) registration is required.
  • Previous experience working with Illinois transportation clients, such as IDOT, Illinois Tollway, CDOT, and county agencies.
  • Certified Construction Manager (CCM) certification is a plus.
Competencies
  • Thorough understanding of standards and specifications for roadways, ramps, bridges, retaining walls and complex interchanges.
  • Expertise in construction phasing, sequencing, and maintenance of traffic operations.
  • Strong knowledge of bridge construction techniques.
  • Experience with records and documentation for construction projects, ensuring compliance with applicable standards.
  • Strong analytical and problem-solving skills with the ability to identify risks and implement mitigation strategies.
  • Experience in pursuit strategy, client management, and teaming arrangements for large-scale transportation projects in the region.
