Our Digital Modernization and Experience Group is growing, and we are looking for a talented, highly motivated Change Management Specialist to join ICF’s Digital Modernization Division. You will help government clients plan, mobilize, and deliver organizational change management (OCM), adoption, training, and strategic communications in support of large-scale modernization and business transformation initiatives.

As a Change Management Specialist, you will work with some of the industry’s most experienced consultants to support the people side of change, including preparing, supporting, and equipping stakeholders and end users to adopt new business processes, systems and technology, job roles, operating models, and organizational changes.

In a highly collaborative team environment, your work will directly support senior government officials on Department-wide business transformation and modernization efforts for an organization of approximately 2,000 stakeholders and end users.

The Team:

ICF teams support federal clients seeking to improve adoption, engagement, and business outcomes during complex modernization efforts. The team works across business, technology, training, communications, and stakeholder groups to help users understand what is changing, why it matters, how it impacts them, and how to successfully adopt new processes, systems, and ways of working.

The Work

The qualified candidate will support organizational change management, stakeholder engagement, adoption strategy, communications planning, training planning and execution, change readiness, resistance management, office hours, and ongoing adoption support.

Position Responsibilities:

  • Change Strategy and Adoption: Develop and execute adoption strategies that help stakeholders understand, prepare for, and successfully adopt new systems, processes, and technologies.
  • Strategic Communications: Develop communication plans, messaging, talking points, stakeholder updates, FAQs, newsletters, presentations, and other materials that explain change impacts and promote user adoption.
  • Training Strategy and Planning: Develop training plans, training schedules, learning objectives, facilitator guides, quick reference guides, job aids, and supporting materials for impacted stakeholder groups.
  • Training Execution: Facilitate or support live training sessions, demos, workshops, knowledge-sharing sessions, and user enablement activities in support of modernization initiatives.
  • Office Hours and User Support: Plan, schedule, facilitate, and manage office hours to answer user questions, capture feedback, identify adoption barriers, and support continued learning after go-live.
  • Stakeholder Engagement: Conduct stakeholder analysis, identify impacted groups, map stakeholder needs, and tailor engagement strategies for audiences with different priorities and levels of change impact.
  • Change Readiness and Impact Analysis: Conduct change impact assessments, readiness assessments, adoption surveys, feedback sessions, and qualitative or quantitative analysis to identify risks, gaps, and opportunities.
  • Resistance Management: Develop strategies to manage resistance, address user concerns, reinforce value propositions, and increase adoption of new systems, processes, and ways of working.
  • Client Relationship Management: Work to become a trusted advisor to the client by understanding priorities, communicating clearly, and delivering high-quality work products that support desired outcomes.
  • Cross-Functional Collaboration: Partner with project managers, product owners, business analysts, trainers, communications specialists, technical teams, vendors, and government stakeholders to align change activities with delivery milestones.
  • Change Process Documentation: Document change management processes, decisions, actions, feedback, lessons learned, and knowledge transfer materials to support transparency and continuity.
  • Data to Intelligence: Analyze and interpret quantitative and qualitative data to create meaningful information for stakeholders, leadership, and delivery teams.
  • Intelligence to Action: Convert analysis into clear recommendations, action plans, next steps, and value propositions that support adoption and project outcomes.
  • Polished Work Products: Create well-composed, well-scripted, refined work products that communicate an organized story and support decision-making.
  • Ambiguity and Priority Management: Balance competing priorities, manage changing requirements, maintain composure, and focus on client needs and desired outcomes.

Required Skills:

  • 3+ years of experience in change management consulting, organizational change management, adoption, strategic communications, training, or related consulting support.
  • 3+ years of experience implementing change management practices, frameworks, or structured change approaches.
  • 3+ years of experience editing documents across multiple formats and creating polished executive-ready materials.
  • 1+ years of experience working on large modernization initiatives in an Agile environment is highly preferred.
  • 3+ years of experience implementing strategies effectively in support of adoption, communications, training, or stakeholder engagement.
  • Experience developing adoption strategies, communications plans, training plans, stakeholder engagement plans, or readiness materials.
  • Experience facilitating training sessions, demos, workshops, user support sessions, or office hours.
  • Experience conducting impact analyses, readiness assessments, stakeholder analysis, feedback analysis, or resistance management activities.
  • Ability to present structured solutions built on leading practices in change management, such as Prosci ADKAR, Kotter’s 8-Step model, La Marsh, or similar frameworks.
  • US Citizenship is required due to federal government requirements for this position.
  • Must be able to obtain and maintain a Public Trust clearance.
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.

Preferred skills:

  • Strong foundation of consulting skills, including adaptability, assertiveness, client relationship management, cross-functional collaboration, goal setting, task management, time management, and public speaking.
  • Experience creating polished deliverables across multiple formats, including PowerPoint presentations, Word documents, email communications, job aids, quick reference guides, and stakeholder briefings.
  • Experience supporting adoption for technology modernization, digital transformation, workflow improvement, ServiceNow, enterprise platforms, or other large business transformation initiatives.
  • Experience working in a multi-vendor environment and coordinating change activities across multiple teams and stakeholder groups.
  • Certification such as Certified Change Management Professional (CCMP), Change Management Practitioner, Prosci certification, CMP, or similar credential.
  • Previous U.S. government contracting work experience preferred.

Professional Skills:

  • Strong written and verbal communication skills, including the ability to create polished presentations, briefings, communications, and training materials.
  • Strong consulting, collaboration, facilitation, problem-solving, organization, and task management skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$67,355.00 - $114,503.00
