JOB DESCRIPTION Job Summary

Provides lead level analyst support for information technology (IT) systems activities.  Responsible for the performance of systems analysis, application programming, and user training connected with the development and maintenance of automated data processing.  Supports development of information technology IT lifecycle system projects from design through completion.  Adheres to Sarbanes-Oxley (SOX) guidelines for process standards, documentation and version control.  Collaborates with leadership and end-users to schedule and implement systems testing and maintenance, and facilitates identification and resolution of programmatic issues.


Essential Job Duties

• Supports development of information technology IT lifecycle system projects from design through completion, including coding, testing, implementation, documentation and end-user training. 
• Assists in IT project definition, execution and implementation.
• Provides expertise for one or more domains including application development, business process re-engineering, enterprise integration, logical data modeling, project coordination, estimation, metrics generation, and/or status reporting.
• Provides thought leadership/hands-on expertise for problem resolution, application enhancements, user training and documentation of business processes.
• Assists users and IT team in testing and debugging programs, reports, and queries.
• Performs application/report maintenance, troubleshooting and debugging of software; provides support across multiple locations and platforms.
• Collaborates with Medicare subject matter experts in the QMACS/QNXT platform, and/or with Molina medical group users, practice management (PM) and electronic medical records (EMR) platform.  
• Develops business requirements documents (BRDs) along with business stakeholders, and conceptual designs for multiple projects concurrently. 
• Translates user requirements into overall functional architecture for complex software solutions in compliance with industry regulations.
• Evaluates alternative systems solutions and recommends solution that best meets the need of the business.
• Assesses and analyzes computer system capabilities, workflow and scheduling limitations to determine if requested program or program change is possible within existing system.
• Recognizes, identifies and documents potential areas where existing business processes require change, or where new processes need to be developed, and makes recommendations in these areas.
• Collaborates with supporting IT departments to troubleshoot and resolve issues.
• Provides subject matter expertise and reviews applications designs built using .Net Framework 1.1/2.0, C#, VB.NET, ASP.NET, VB6.0, VB Script, Java Script, XML, HTML, DHTML, SharePoint server, BizTalk Server 2004/6, Microsoft SQL Server 2000/5, DTS/SSIS/SSRS on windows platform.
• Drives Joint Applications Development (JAD) sessions with business stakeholders to define business requirements and provides systems/application expertise for multiple projects concurrently.
• Communicates with cross-functional, offshore team and coordinate requirements, design and enhancements with the development teams.
• Conducts peer review of other analysts (internal and contract staff) to ensure standards and quality.
• Recommends, schedules and performs software systems/applications improvements and updates.
• Collaborates with project managers to define work assignments for development teams.
• Conducts studies pertaining to designs of new information systems to meet current and projected needs.
• Defines and plans software releases in accordance with other software applications.
• Identifies, defines and plans software engineering process improvements and verifies compliance, including Sarbanes-Oxley (SOX) compliance.
• Ensures continuous quality improvement and maintain timelines to meet accreditation and regulatory guidelines.
• May support prescribing and lab interfaces.
• Completes work assignments, ensures on-time completion of tasks and projects, and provides timely updates to applicable stakeholders.
• Fosters open communications and ensures effective and positive working relationships with coworkers, users and vendors. 
• Works independently and resolves complex business problems with no supervision.
• Manages small to medium IT projects; assesses deliverables’ quality, plan and implement corrective and preventive actions to improve application quality.
• Provides training, mentoring and support to new and existing IT systems team members on software applications, business domain and design standards.


Required Qualifications

• At least 4 years of experience supporting, designing and/or implementing information technology (IT) application changes, or equivalent combination of relevant education and experience.
• Bachelor's degree in IT, computer science, statistics, business, health care, engineering, etc.
• Application delivery methodology or software development lifecycle (SDLC) background, functional domain and/or software engineering expertise.
• Information technology (IT) and information systems (IS) subject matter expertise.
• Knowledgeable in business processes, industry standard quality norms, systems and applications development best practices, project management methodologies and estimation processes.
• Understanding of health care industry/regulations.
• Programming skills in Microsoft SQL, and ad-hoc reporting experience in Crystal Reports.
• Knowledge of VB .NET and .NET ASP, SQL 2000, SQL 2005, SSIS, DTS.
• Knowledge of electronic data interchange (EDI) processing and submitter setup.
• Visual Basic or electronic medical record (EMR) Clinical Kids and Form development.
• Critical-thinking and problem-solving skills.
• Ability to meet delivery and budget deadlines.
• Ability to maintain attendance to support require quality and quantity of work.
• Ability to maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA).
• Strong time-management and organizational skills.
• Ability to collaborate cross-functionally in a highly matrixed organization.
• Effective presentation skills.
• Project management experience.
• Effective verbal and written communication skills.
• Experience with Microsoft Project/Jira, Microsoft O365 Cloud (Exchange, Skype, SharePoint, OneDrive, OneNote), Microsoft Office/Office ProPlus (Excel, Word, PowerPoint, Outlook, Teams), Power BI, and applicable software programs proficiency.
 

Preferred Qualifications

• QNXT, QMACS, or Centricity CPS knowledge/experience.
• SharePoint/Microsoft Project experience.
